Speaking at the ceremony, on behalf of the Central Military Commission and the leaders of the Ministry of National Defense, General Phan Van Giang warmly praised and congratulated the achievements and feats that generations of officers, employees and soldiers of the Vehicle - Machinery industry have achieved throughout the journey of construction, fighting and growing up. Sincerely thank the leaders of the Party, State, central departments, ministries, agencies, units, authorities and people of localities for their attention and help to the Military Vehicle - Machinery industry to successfully complete its tasks over the past 70 years.

Reviewing the glorious tradition of the Military Motorcycle Industry over the past 70 years, General Phan Van Giang affirmed that with its great contributions and outstanding achievements, the Motorcycle Department was honored to receive from Uncle Ho the flag embroidered with 16 golden words "Love the car like a child, cherish gasoline like blood, overcome all difficulties, complete the mission" and was awarded many other noble awards by the Party, the State, and the Ministry of National Defense. On the occasion of the 70th anniversary of its founding,the President decided to award the First Class Fatherland Protection Medal to the Motorcycle Department; affirming the inheritance and promotion of the heroic tradition that generations of officers and soldiers of the Military Motorcycle Industry have worked hard to cultivate.

To meet the requirements of the tasks in the new revolutionary period, Minister Phan Van Giang requested the Department of Motorcycles and Transport to continue to thoroughly grasp and strictly implement the military and defense guidelines of the Party, the State, the Central Military Commission, and the Ministry of National Defense, focusing on the Resolution of the 13th National Party Congress and the Resolution of the 8th Central Committee (term XIII) on "Strategy for protecting the Fatherland in the new situation", the Resolution of the 11th Military Party Congress and resolutions specifically for the Logistics and Engineering sector.

Proactively grasp and accurately forecast the situation, promptly advise the Central Military Commission, the Ministry of National Defense, directly the Party Committee, and command the General Department of Logistics and Engineering to effectively perform the state management function on motorcycle and transport work in the Army, plan, use and reserve technical equipment for motorcycles in a synchronous, practical and effective manner. Proactively advise on purchasing, transferring, producing, improving and innovating technical equipment and means of motorcycles in a modern direction, suitable to the tasks of each force. Flexibly apply and choose a variety of methods and forms of transportation, combine the use of military means of transportation with the exploitation and mobilization of means of transportation from the national economy to improve transportation capacity to meet the requirements of building the Army in the new situation.

Create a breakthrough in the application of scientific and technological advances in the comprehensive implementation of all aspects of motorcycle technical reserve and security work, and military transportation work for combat readiness, regular and unexpected tasks. Build and adjust the motorcycle-transport security work posture at all three levels in a continuous and solid manner, linked to the defense area posture and the transportation posture of the whole country; ensure a strong and fast-mobilizing motorcycle-transport force at all levels, regions and areas of the whole country.

Minister Phan Van Giang noted that the Motorbike-Transportation sector focuses on implementing projects, projects, and works that are invested to ensure savings, efficiency, safety, and good quality. Actively promote administrative reform associated with digital transformation to solve problems related to the exploitation, management, use, and repair of vehicle equipment, especially new generation motorbikes and military ship transportation. Promote creativity, valuable technical innovations, and timely application in practice. Continue to promote research and production of motorbike technical materials, prioritizing specialized and scarce technical materials on the market to ensure that existing motorbike technical equipment meets the requirements of combat readiness, training, drills, and reserves according to regulations.

Enhance the leadership capacity and fighting strength of Party committees and organizations at all levels, the exemplary vanguard role of cadres and Party members, especially leading cadres at all levels. Build internal solidarity and unity, build a comprehensively strong and "exemplary" motorbike-transportation agency and unit.

The commemorative speech presented by Major General Nguyen Que Lam, Director of the Department of Motorcycles and Transport, affirmed: After the victory of the resistance war against French colonialism, in response to the requirements of the two strategic tasks of building socialism in the North, fighting to liberate the South, and unifying the country, the military branches and forces were born and developed, accordingly the number of vehicles and motorcycles increased rapidly. The entire army had more than 1,600 cars of all kinds, along with hundreds of tons of supplies and spare parts; the need to organize, manage, exploit, use, train and ensure the technical safety of vehicles and motorcycles was increasing.

Faced with that situation, on April 18, 1955, the General Military Commission decided to reorganize the Transport Department into 3 agencies, including the Department of Automobile and Tractor Management, Automobile Groups, and Petroleum Department. This was a historical milestone affirming the necessary role and marking a new development in the organization, force, and technical assurance of vehicles and machinery in the Army.

During the resistance war against the US, the Military Motorcycle Industry organized the management and technical assurance of motorcycles for the 559 Strategic Support Line, contributing to the creation of the legendary Ho Chi Minh Trail; ensuring the rear transportation route in Military Region 4... During the 1975 Spring General Offensive and Uprising, 5,330 motorcycles of all types were allocated, ensuring technical assurance for 19,174 cars of the Transport Department, the 559 Command, of military regions, army corps and the Ministry of Transport, ensuring mobility for the main army corps to accelerate the "lightning-fast" pace of attack, completing the cause of liberating the South and unifying the country.

Over the past 70 years, following President Ho Chi Minh's advice: "Love your car like your child, cherish gasoline like your blood...", generations of officers and soldiers of the Vehicle - Machinery Department have strived to overcome all difficulties and challenges, accepted hardships and sacrifices, promoted intelligence and creativity, and excellently completed their tasks.
