Dak Lak is determined to reduce the poverty rate to below 3% and complete the elimination of temporary and dilapidated houses by 2025.

On the morning of January 17, the Provincial People's Committee held a thematic conference to evaluate the results of the implementation of the national target program on sustainable poverty reduction for the 2021-2024 period, to implement the elimination of temporary and dilapidated houses in the province and solutions for implementation in 2025.

The report at the conference said that the National Target Program on Sustainable Poverty Reduction in the province has achieved some positive results, specifically: capital in the period has been promptly allocated to each locality and unit, in the period 2021-2024, 1,158 billion VND has been allocated (reaching 100%, including 566.8 billion VND of development investment capital; 591.2 billion VND of career capital); 07 Projects and 11 Sub-projects under the Program have been implemented synchronously; poverty reduction policies such as: Investment in infrastructure construction; support for production development; sanitation works; issuance of free health insurance cards for medical examination and treatment; support for vocational training, job creation, labor export... have been fully implemented.

Thereby, contributing to reducing the average poverty rate in the whole province in the period of 2021-2024 by 2%/year, in which, the poverty rate among ethnic minorities alone decreased by an average of 4.09%/year (achieving the targets set out in the Resolution and Plan), improving and enhancing the material and spiritual life of the people and contributing to political and social stability in the province.

Regarding the implementation of housing support policies for disadvantaged people, from 2021 to the end of December 2024, the province has focused on building and repairing 5,649 houses for meritorious people, poor households, near-poor households, and households with housing difficulties with a total cost of more than VND 284,605 billion (of which, 4,612 houses were newly built and 1,037 houses were repaired). In 2024 alone, 1,552 houses were handed over.

In addition to the achieved results, the sustainable poverty reduction work in the province still has some shortcomings and limitations such as: The implementation and disbursement of career capital to implement the Program is still slow and the disbursement rate is still low; the results of reducing the poverty rate are only at the planned level; the rate of poor and near-poor households among ethnic minorities in some localities is still high, mainly concentrated in communes, villages and hamlets with special difficulties; the responsibility of local units is not high; the work of directing the review and approval of the list of poor and near-poor households in need of new construction and repair has not received attention, and 06 localities have slow approval, affecting the approval progress of the province (Buon Don, Ea Sup, Krong Ana, Krong Buk, Krong Nang and Lak).

Dak Lak province strives to reduce the poverty rate in the whole province to below 3% by the end of 2025; reduce the poverty rate in poor districts by 4-5%. The whole province will support the construction and repair of 7,312 houses, of which 5,891 will be newly built; repair 1,421 houses for families with meritorious services, poor ethnic minority households, poor Kinh households living in extremely difficult communes, poor households, near-poor households under the Program to eliminate temporary and dilapidated houses.

Speaking at the conference, Provincial Party Secretary Nguyen Dinh Trung said that 2025 is the final year to implement the targets of the Provincial Party Congress Resolution for the 2020-2025 term; including the target of reducing the poverty rate. According to reports from localities, the poverty rate in the whole province is still 6.38%, with 7,312 households of meritorious people, poor households, near-poor households, and households with housing difficulties. This is a huge challenge for the province, requiring all levels, sectors, and localities, especially leaders, to be more determined, determined, and make more efforts.

Therefore, when building a resolution, it is necessary to learn from experience in the poverty reduction target, not to frame the rate. Party committees at all levels need to unify awareness and action, propagate to raise awareness of poor households who do not want to escape poverty to enjoy policies; promote the responsibility of authorities at all levels, overcome the situation where many places do not care to direct, allocate resources, build fundamental breakthrough solutions, review poor households that do not meet the criteria, slowing down the overall progress of the province.

In order for the province's poverty reduction program and the elimination of temporary and dilapidated houses to achieve the goals and targets of 2025 and the entire period of 2021 - 2025, it is recommended that Party committees at all levels promote a sense of responsibility, focus on discussing and assessing the shortcomings, limitations, causes, especially subjective causes, and propose practical solutions to implement the poverty reduction program and the task of eliminating temporary and dilapidated houses in the province with the highest efficiency. Request the Party Secretaries, Provincial and local People's Committees to proactively allocate resources, prioritize leadership to implement drastically, grasp the situation and closely direct the completion of this task.

The Provincial People's Committee promptly deployed the task of reviewing and re-examining poor households, directing departments and branches to promptly advise on policies, striving to reduce the poverty rate of the whole province to below 3% by the end of 2025 and by December 31, 2025, complete the goal of eliminating temporary and dilapidated houses in the province according to the direction of the Prime Minister.
