Dak Nong arranges a member of the Provincial Party Standing Committee to hold the position of new commune party secretary

Comrade Ngo Thanh Danh, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dak Nong province has just signed Decision No. 1810-QD/TU promulgating the framework of titles and positions to guide the arrangement of leaders and managers at the commune level (newly established).

Accordingly, Decision 1810 of the Provincial Party Standing Committee applies to the arrangement and assignment of commune-level cadres and civil servants after the rearrangement of commune-level administrative units, not at the district level.

The decision serves as the basis for developing a personnel plan and organizational structure suitable to practical requirements. In case the title or position is not included in the above title or position framework, the equivalent title or position framework with similar positions and characteristics in the decision shall be applied for implementation.

Quang Truc Commune is one of three commune-level administrative units of Dak Nong province that is not subject to arrangement or merger.

Specifically, members of the Provincial Party Committee; members of the Provincial Party Committee; secretaries of district-level Party committees; heads of provincial departments, branches, sectors, fronts, socio- political organizations and equivalent; deputy secretaries of district-level Party committees, chairmen of People's Councils, chairmen of People's Committees or deputy heads of provincial departments, branches, sectors, fronts, socio-political organizations and equivalent are considered and arranged to hold the positions of party committee secretaries and chairmen of new commune-level People's Councils.

Deputy secretaries of Party committees, chairmen of People's Councils, chairmen of People's Committees at district level or deputy heads of departments, branches, sectors, fronts, socio-political organizations of the province and equivalent; members of Standing Committee of Party committees at district level; vice chairmen of People's Councils, vice chairmen of People's Committees at district level or equivalent positions at provincial level (with planning for the position of deputy secretaries of Party committees at district level or planning for deputy heads of departments, branches, sectors and equivalent positions for the term 2025 - 2030 or later) are considered and arranged to hold the position of permanent deputy secretary of the Party Committee - chairman of the People's Council of the new commune (in case the Party Committee Secretary is not concurrently the Chairman of the People's Council); deputy secretary of the Party Committee - chairman of the People's Committee of the new commune.

The decision clearly states the framework for arranging new commune positions, including: vice chairman of the People's Council, vice chairman of the People's Committee; heads and deputy heads of advisory and support agencies for the Party Committee; members of the Party Committee Inspection Committee at the commune level; directors and deputy directors of the political center; chairmen and vice chairmen of the Vietnam Fatherland Front Committee; concurrent heads of People's Council committees at the commune level; heads of departments under the People's Committee at the commune level; heads of departments under the People's Committee at the commune level; deputy heads of departments under the People's Council and People's Committee at the commune level; heads and deputy heads of public service delivery units.

In addition to the titles and positions according to the orientation of the framework for arranging leaders and managers at the newly established commune level, for isolated communes that do not carry out the merger and have difficulties in personnel work, the Standing Committee of the district-level Party Committee can propose to arrange for cadres holding positions lower than the framework of titles and positions in Decision 1810 for the Standing Committee of the Provincial Party Committee to consider and decide on each specific case.
