Dak Nong prioritizes policy capital for areas with high poverty rates

Dak Nong promotes understanding of people's needs, focusing policy capital on key areas of poor households.

Create more capital for poor households

In the first 5 months of 2025, the lending turnover through the provincial Social Policy Bank for 3 programs for the poor was more than 200 billion VND. This figure accounts for over 34% of the lending turnover of all current programs that the provincial Social Policy Bank is implementing.

In the past, preferential capital for the poor has always been prioritized by the Vietnam Bank for Social Policies. However, through the review according to the new criteria, there are still many poor people in the localities. The demand for loans from people to develop production is still quite high.

According to Mr. Tran Nam Thuan, Chairman of Dak Glong District People's Committee, the number of households in the area that have access to capital through the Vietnam Bank for Social Policies is 9,000. Of these, over 5,500 poor households have received loans.

Basically, the number of poor, near-poor and newly escaped poverty households have had access to capital. Currently, the district is promoting the implementation of 3 national target programs, so the need for preferential capital is very necessary.

“The need for capital to develop production is quite large. We really hope that the province will prioritize policy capital for the poor, to contribute to effective poverty reduction,” said Mr. Thuan.

Similarly, in Tuy Duc district, the number of poor, near-poor and newly escaped poverty households in the area according to the new criteria is more than 5,500 households. Of which, the number of households receiving loans is nearly 4,500 households.

Mr. Dinh Ngoc Nhan, Chairman of Tuy Duc District People's Committee, said that during the mobilization process, many households had a need to borrow capital. The district is reviewing and checking the actual needs of the people. On this basis, the district will synthesize and propose the province to prioritize capital allocation for the people.

Check at the base

According to Deputy Director of the Dak Nong Social Policy Bank, Vu Anh Duc, the motto is not to let poor and near-poor households lack capital for production. The Social Policy Bank must coordinate with localities to closely follow the grassroots level, grasp the conditions and needs of the people. The ultimate goal is to create conditions for people to have capital for production.

“For districts with high poverty rates, the unit will strengthen coordination with mass organizations and representative board members to inspect and review each specific area. During the inspection process, if any problems are discovered, we will promptly resolve them. In case of problems with the bank, we will immediately discipline the staff in that area,” Mr. Duc affirmed.

In addition to the revolving capital in the area, the unit has proposed the Central Government to request additional capital to serve the people. All documents, loan procedures and disbursements are carried out by the Social Policy Bank right at the grassroots level. Thanks to that, people are given maximum convenience when borrowing capital from the Social Policy Bank.

In the first months of 2025, the provincial People's Credit Fund proposed that the Board of Directors at all levels strengthen and be flexible in inspection, supervision, and promptly grasp the demand for loans and capital use at the grassroots level.

Associations and unions coordinate with the People's Credit Funds of districts and cities to fulfill the principles and purposes of the entrusted tasks, in order to help members maximize the effectiveness of loan capital.

The Head of the local representative board of the Vietnam Bank for Social Policies, who is the Chairman of the People's Committee of the district or city, always identifies the implementation of policy credit programs as a regular and important task of the locality. Thanks to that, the social policy credit program is closely concerned at the grassroots level.

Localities have integrated the improvement of the quality of credit programs with three national target programs on sustainable poverty reduction, new rural construction and supporting the development of ethnic minority areas in the 2021-2030 period.

By the end of May 2025, the total outstanding debt of social policy credit programs in Dak Nong reached more than 4,800 billion VND. The province has nearly 70,700 households with outstanding policy debt, accounting for over 41% of the total number of households in the province. In the first 5 months of 2025 alone, Dak Nong had more than 3,000 poor, near-poor, and newly escaped-poverty households borrowing policy loans. Preferential capital created stable jobs for 600 workers; built more than 5,000 clean water and environmental sanitation works...
