On April 22, 2025, Hau Loc District People's Council held the 17th session (special session) of the 20th term, 2021-2026, to pass a resolution on the policy of establishing administrative units. The implementation of the arrangement of 2-level administrative units has been carried out by the district with a spirit of urgency, seriousness and determination.
In addition to arranging human resources for the communes after the merger, the selection of the new administrative units' headquarters is of interest to the entire political system and all classes of Hau Loc people in terms of cultural, historical factors and geographical location convenient for transportation.
For the most part, new offices in Hau Loc meet the necessary conditions for administrative activities.

In early June, we returned to Trieu Loc commune when the Party Committee, government, and mass organizations of the commune were both ensuring the administrative activities of the agency and arranging and strictly implementing legal regulations on archiving documents and handing over records and documents after the merger.

Chairman of Trieu Loc Commune People's Committee Le Van Binh said: Trieu Loc is a land of long-standing culture and history, home to the special national relic site of Ba Trieu, honored to be chosen as the name for the new administrative unit, also the headquarters of the new commune on the basis of merging the entire natural area and population size of the communes: Trieu Loc, Dai Loc, Tien Loc.
It is an honor, but many civil servants are worried and anxious because the commune office was built a long time ago, the current facilities do not ensure the operation of the new administrative unit when the number of civil servants is large; the traffic route to the commune office is too narrow.
The headquarters was built more than 20 years ago, consisting of a 2-storey building with 15 offices and a hall with an area of 318 m2 , which has deteriorated and is leaky, not meeting the minimum working conditions.
For the newly built 2-storey building with 18 rooms (including 16 main offices for officials and civil servants) handed over and put into use from 2024, it can only meet the number of civil servants of Trieu Loc commune (old) with a total of more than 40 civil servants and part-time officials.
The 4-level house built more than 30 years ago used to be the workplace of the political and social organizations of Trieu Loc commune.
Previously, in 2019, after Chau Loc commune merged into Trieu Loc commune, the unit rearranged and relocated the workplace of officials and civil servants, including arranging some departments to work in the old, degraded hall, and arranging the political and social organizations to work in a level 4 house built 30 years ago.
Civil servants of Trieu Loc commune hope that after the merger, the physical conditions of the workplace will be improved.
From July 1, the new administrative unit will come into operation. The arrangement of commune-level administrative units is a step to concretize the goals, tasks, and regulations set forth by the Central and the province, contributing to streamlining the apparatus, reducing staff, improving the efficiency of budget use, effectiveness, and efficiency of the state apparatus, cadres, and civil servants. At the same time, it contributes to expanding the space for socio -economic development, in accordance with the actual situation of the locality.
Along with the process of implementing this important task, ensuring facilities in offices and working conditions for officials and civil servants after the merger is extremely necessary, so that officials and civil servants can work with peace of mind, people can come to work, and administrative procedures can be resolved conveniently, contributing to improving the effectiveness of state management after the merger of administrative units.
