Reporting on the reception, explanation and revision of the draft Law on State Budget (amended) at the meeting of the National Assembly Standing Committee on the afternoon of June 9, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai emphasized that the drafting and reviewing agencies have agreed on many important contents, including a new point of prioritizing resources for science and technology, innovation and digital transformation.
Specifically, the draft law clearly stipulates the priority budget expenditures to implement the Party and State's policies and guidelines in each period on economic development; development of education and training, science and technology, innovation and digital transformation. The draft also clearly stipulates policies to support investment in building technical infrastructure inside and outside concentrated digital technology zones, including the construction of housing, service works and public utilities for workers.
Aiming at strengthening budget supervision and transparency, the draft law stipulates the disclosure of the state budget through various forms and scopes. In particular, the community's supervision of the state budget is legalized, with the leading role of the Vietnam Fatherland Front Committee and social organizations. The supervision content includes compliance with legal regulations, the implementation of the budget estimate and the implementation of the budget disclosure.
In addition to many issues that have reached consensus, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai said that the drafting agency and the reviewing agency also have different views regarding the authority to decide on estimates and allocate the central budget for each sector. Specifically, the draft law proposes to remove the provision that the National Assembly decides on estimates and allocates the central budget for each sector, but the National Assembly's Economic and Financial Committee proposed to retain this provision (as it is currently).

According to comrade Phan Van Mai, the National Assembly's decision on each field, on the one hand, ensures that the state budget is consistent with the country's socio-economic development goals and plans, linked to the development goals of sectors and fields according to the Party Congress resolution; it is an important basis for the National Assembly to supervise the effective use of people's tax money. This regulation has been implemented stably for more than 20 years without any problems and is in line with international practices. Moreover, current regulations have also decentralized the maximum authority to ministries, sectors and localities to adjust detailed spending tasks, creating flexible conditions in management.

Similarly, regarding the authority to adjust the budget estimate, the auditing agency also disagrees with transferring the authority to adjust the state budget estimate (including the structure of development investment expenditure, regular expenditure, or expenditure areas decided by the National Assembly) from the National Assembly, the National Assembly Standing Committee to the Government. According to the Constitution, the National Assembly has the authority to decide on the state budget estimate. When there are changes requiring adjustment, the authority to adjust the estimate decided by the National Assembly must belong to the National Assembly, the National Assembly Standing Committee. Assigning the Government to adjust will make the National Assembly's decision only a formality and contrary to the principle of "whichever agency decides, that agency adjusts".
The National Assembly's Economic and Financial Committee proposed that the National Assembly decentralize and authorize the National Assembly Standing Committee to adjust the budget revenue and expenditure estimates among ministries, central agencies and some localities, but not increase the total borrowing and deficit levels decided by the National Assembly.
