Ensuring progress and quality of key projects serving the 70th anniversary of Dien Bien Phu Victory

The project to renovate and repair the Provincial Stadium has so far reached 80% of the work volume, expected to complete 100% of the work volume before April 2024. During the implementation process, the project has arisen a number of items that need to be adjusted and supplemented to ensure synchronization and promote investment efficiency, including: Supplementing cleaning and repainting the Pitch road surface, supplementing the renovation of the embankment of the longan tree line at the entrance to Stand A, adjusting and supplementing some hall equipment and fire pumps, etc.

For the project to repair and upgrade Hanoi - Dien Bien Phu Primary School: Package 1 has so far reached about 42% of the volume, Package 2 is estimated to reach 78%, Package 3 is estimated to reach 40% of the volume. The Provincial Civil and Industrial Project Management Board requested the Provincial People's Committee to direct relevant units to speed up the progress of liquidating the remaining assets, serving the demolition of the Foreign Language - Information Technology Center classroom block to deploy the construction of a new block of learning support rooms under the project.

The Provincial Guest House Project has so far completed about 39% of the construction and installation package and the equipment supply and installation package; the equipment supply and installation package has selected a contractor and is implementing the equipment package. The project has a cumulative capital allocation of 90 billion VND (reaching 60% of the capital plan); the cumulative disbursement has reached over 58.9 billion VND (reaching 65.5% of the assigned capital plan).

For the dynamic road project: The implementation of land acquisition and clearance is very slow, not meeting the required progress. The confirmation of land origin and the confirmation of households directly engaged in agricultural production by the People's Committees of wards and communes is still slow. The reason is that households have bought and sold through many different users, donated and exchanged land to each other in violation of the law; the time of land reclamation is difficult to verify accurately due to many users; the land plot has a Certificate but the person using the certificate has lost it, the person actually uses many plots of land with different certificates...

Chairman of the Provincial People's Committee Le Thanh Do requested the Department of Culture, Sports and Tourism to complete necessary procedures, adjust and supplement the technical economic report so that the project to renovate and repair the Provincial Stadium can ensure progress and quality of the project, meeting the requirements for serving the celebration.

Regarding the project to repair and upgrade Hanoi - Dien Bien Phu Primary School, the progress is still slow compared to the general progress of the project, especially package 3. The Chairman of the Provincial People's Committee directed the units to continue to focus on human resources, equipment, and overtime to ensure the progress and quality of the project.

Regarding the Provincial Guest House project, comrade Le Thanh Do emphasized that this is a key project of the province; the project needs to ensure fire prevention and fighting as well as progress and quality of the project; by March 31, it must be put into use to serve the 70th Anniversary of Dien Bien Phu Victory. Any inadequacies arising between the equipment package and the construction package need to be adjusted and supplemented appropriately, promptly and in accordance with regulations.

With the dynamic road project, it is necessary to focus on speeding up site clearance work, continuing to implement 11 construction packages for items such as: Roadbed, drainage works, road foundation, roof tray embankment, power line relocation... The Chairman of the Provincial People's Committee requested the contractor to focus on human resources, machinery and equipment to work overtime, striving to complete the project on schedule.
