Trade negotiations with the United States in the spirit of harmonizing mutual interests

The Prime Minister directed relevant ministries, sectors and agencies to focus on implementing solutions to respond to the US's reciprocal tax policy; carefully prepare plans and negotiate effectively with the US.

On the afternoon of May 6, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with ministries and branches to assess the trade situation in the new context and the situation of balanced and sustainable trade negotiations with the United States.

Along with regular instructions and management related to adapting to the US tariff policy, this is the 7th time the Prime Minister has chaired a separate meeting on implementing the conclusions and instructions of the Central Committee, the Politburo , and General Secretary To Lam on adapting to the new US tariff policy.

Also attending were Permanent Deputy Prime Minister Nguyen Hoa Binh; Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Nguyen Chi Dung; leaders of relevant ministries, branches and agencies.

In recent times, Vietnam has been very active and willing to send representatives to the United States and has worked with the United States in many ways to develop balanced and sustainable trade; resolve issues of concern to the United States; increase imports of goods from the United States such as LNG, aircraft, medicine, medical supplies, agricultural products, etc. to ensure sustainable trade balance; handle issues related to origin of goods, non-tariffs, intellectual property, copyright, and reduce administrative procedures.

Up to this point, the US side has proposed a specific negotiation schedule, showing goodwill, following the commitment in high-level contacts and subsequent working and contact meetings between the two sides.

After listening to the situation report and opinions on solutions to adapt to the situation as well as the preparation and negotiation work with the United States, concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the ministries, branches and agencies for being active, proactive, well implementing and synchronously following the directions of the Central Committee, the Politburo, General Secretary To Lam, the Government and the Prime Minister to adapt to the situation, as well as actively negotiate with the United States and have positive progress.

The Prime Minister directed relevant ministries, branches and agencies to focus on implementing solutions to respond to the US's reciprocal tax policy; carefully prepare plans and negotiate effectively with the US under the motto of "harmonized benefits, shared risks" and in the spirit of protecting Vietnam's legitimate and legal rights and interests, especially core interests; at the same time, meet the appropriate requirements of the US side; aim for balanced and sustainable trade; ensure that the contents of negotiations with the US do not affect international agreements that Vietnam has participated in.

Directing that during the negotiation process, it is necessary to base on the specific situation and developments to adjust the schedule appropriately for both sides, the Prime Minister emphasized the spirit of calmness, clarity, positivity, and initiative; closely follow the situation, consider the whole picture, closely follow the direction of the Politburo, General Secretary To Lam; both study and refer to the results of the negotiations between the United States and other partners.

During the negotiation process, it is necessary to carefully consider, actively and promptly respond to the proposals of the US side; in a constructive spirit, listen, and pay attention to the legitimate rights and interests of all parties.

The Prime Minister directed to carefully prepare the negotiation contents; based on Vietnam's requirements and the US's proposals, based on research results, Vietnam's specific conditions and ensuring international commitments to come up with appropriate negotiation plans, demonstrating a constructive spirit, goodwill and especially close cooperation, in a spirit of friendship but clearly, distinctly, and with a decisive viewpoint.

Along with negotiations, ministries and branches promptly handle issues of concern to the US side; continue to increase the import of equipment and goods that the US has strengths in and that Vietnam needs in order to gradually balance sustainable trade; quickly resolve administrative procedures and issues that the US side and US businesses are concerned about regarding VAT and investment projects in Vietnam, in the spirit of harmonizing the interests of all parties, in accordance with Vietnamese law.

At the same time, urgently complete and submit for promulgation the Decree on strategic trade control, facilitating the import of high-tech goods from the United States and demonstrating Vietnam's goodwill; research and discuss agreements related to tax lines to ensure the interests of consumers of the two countries and promote sustainable, long-term balanced trade between the two sides, creating conditions for US goods, especially high-tech goods, to enter Vietnam, as well as goods in labor-intensive and advantageous industries of Vietnam to enter the United States, thereby ensuring jobs and income for workers and contributing to the development of Vietnam's industry...

Previously, Prime Minister Pham Minh Chinh repeatedly stated that the US's application of reciprocal tariff policies on a large scale would have an impact on the global trade situation, not only Vietnam but also Vietnam, which has trade relations with many countries in the world. Therefore, this is both a challenge and an opportunity for Vietnam to restructure its economy, its market, its products, its supply chain; build an independent, self-reliant economy, proactively and actively integrate deeply, substantially and effectively; increase self-reliance, self-reliance, etc.

Along with negotiations with the United States, the Prime Minister said that Vietnam is also proactively adapting to challenges with the global trade situation in the new context.

Implement solutions to diversify markets, products, and supply chains; proactively promote trade with major partners; effectively exploit 17 signed FTAs; promote new FTAs, especially with countries that have recently upgraded diplomatic relations, and potential regions such as the Middle East, Africa, and Latin America; improve the quality and competitiveness of goods and services, and be ready to adapt to developments in the world economic situation; ensure good exploitation of the domestic market; strengthen inspection and supervision of the origin of goods; regularly exchange and provide appropriate support to businesses and workers affected by the new US tariff policy.
