Dam Rong has 65.07% of the population being ethnic minorities with 30 ethnic groups living together, including ethnic minorities from the Central Highlands and ethnic minorities from the northern provinces who freely migrated in. In the area, there are still many citizens who drop out of school early, often go to work far away, are absent from the locality, and the number of civil servants who are on deferment or temporary exemption status has affected the work of selecting and calling citizens to join the army of the district. The work of managing permanent residence, labor and employment of local citizens of military age is always fluctuating... However, with the joint responsibility of the entire political system, the locality has focused on implementing many synchronous solutions to successfully complete the assigned annual targets of selecting and calling citizens to join the army.
In 2025 alone, the Military Service Council of Dam Rong district has successfully completed the military recruitment target of 65 citizens, reaching 100%. Of which, 60 young people are children of ethnic minorities in the area. Dam Rong has 2 official party members enlisting (accounting for 3.1%), both of whom are children of ethnic minorities. The health of type 1 and type 2 enlisted youths is over 75%. With the above number, Dam Rong continues to be the leading locality in the province with the number of ethnic minority youths enlisting.
Lieutenant Colonel Luu Van Anh - Political Commissar of the Military Command of Dam Rong District said: The above results were achieved because from the beginning of 2024, the Military Service Council at all levels of Dam Rong District focused on leading, directing, organizing, thoroughly implementing this content. The District People's Committee has issued a decision to assign the target of selecting and calling citizens to join the army in 2025 to communes in the district to ensure that it is consistent with the population ratio, age of readiness to join the army, creating a source to build a reserve mobilization force and the actual conditions of each commune.
Propaganda work on the Law on Military Service and documents at all levels, national traditions, military traditions and local revolutionary traditions among the people and citizens is carried out regularly. Especially in ethnic minority communities, propaganda work is carried out more frequently with many diverse forms such as: through people's meetings, through mass mobilization work, through village elders, prestigious people, promoting the role of local organizations and unions... The military recruitment process at the commune and district levels is carried out to ensure publicity, fairness, and compliance with the law, creating high consensus among the people.
In 2025, Dam Rong district has a total of 2,438 citizens of military age; a total of 1,606 citizens were exempted and deferred, and 805 citizens were pre-screened for health. The district-level medical examination was organized for 272 citizens. As a result, 107 citizens met health standards. The Military Service Councils of communes and districts have conducted strict and proper review and approval in accordance with regulations. The list of those exempted and deferred from military service, those meeting health standards, and those eligible for military service was approved and publicly posted, creating high consensus among the people and citizens, opposing negative manifestations, coercion, and imposition.
In the work of verifying political and moral backgrounds and preparing military enlistment records, the Military Command and the District Police coordinated to develop an inter-sectoral plan to verify political and moral backgrounds and prepare records of citizens ready to enlist; organized verification of 107 citizens, of which 98 citizens were eligible to enlist.
The District Military Command coordinates with the Health Department, the District Health Center and the commune health stations to closely organize the preliminary selection step at the commune level. The Commune Military Command closely coordinates with the Health sector to organize the preliminary selection according to regulations.
The election and publicity work is implemented by communes through many measures from village to commune; promoting the democratic role, ensuring fairness in implementing the Law on Military Service. Priority is given to the election and selection of citizens with good health, politics, ethics, and high education level and the selection of party members, civil servants, and children of officials to join the army to create social justice. To proactively source party members to join the army, every year local Party committees and authorities have built a source to develop party members to join the army.
The military rear policy has always been well implemented by local Party committees and authorities at all levels, creating conditions for citizens to feel secure when joining the army and serving in the army. The timely and thoughtful implementation of the military rear policy has contributed significantly to encouraging families and citizens to join the army. Thereby, it also creates a premise for the implementation of the work of selecting and calling citizens to join the army in the following years.
