Harmonious population sustainable development

Population and development are two factors that have an organic relationship and deeply interact with each other, especially in the context of sustainable development. Rapid population growth can put great pressure on resources, environment and infrastructure. On the contrary, a reasonable population structure, combined with comprehensive economic and social development, will be a strong driving force for sustainable development.

Currently, our country's population policy is shifting strongly from family planning to a more comprehensive approach - population and development. Accordingly, improving population quality has become a central task, of decisive significance in the cause of national development. This is not only the responsibility of the health sector but also requires synchronous coordination from all levels, sectors and the active participation of the whole society. The Party and the State need to continue implementing policies to support areas with difficult socio -economic conditions, ethnic minorities, poor and near-poor households, people with revolutionary contributions and people with disabilities to gradually improve population quality comprehensively.

In the province, along with the process of innovation and economic and social development, population and development work has had positive changes, effectively contributing to the sustainable development of the locality. In 2024, population indicators continued to record positive results, reflecting the synchronous efforts from the political system to each citizen.

The province's total fertility rate (TFR) reached 1.92 children per woman, a slight increase compared to 1.89 in 2023, showing that An Giang is approaching the replacement fertility level in a sustainable manner. The rate of giving birth to two children reached 33.77% of the total number of women giving birth, showing that the trend of forming a two-child family model has become a social norm.

In 2024, the whole province recorded 24,472 newborns, raising the birth rate to 12.8‰, an increase of 0.3‰ compared to 2023. The natural population growth rate reached 0.6%, reflecting a stable and reasonable development trend. Although the birth rate of the third child or more is still at 8.79%, this is a positive result from the process of communication and provision of population and family planning services over the past many years.

However, the sex ratio at birth is 108.66 boys/100 girls, exceeding the natural balance threshold (103 - 107), potentially posing a risk of gender imbalance in the future. This requires all levels and sectors to promote communication on gender equality and apply timely intervention measures.

During the year, the province organized pre-marital health check-ups for 17,094 people, reaching 100.53% of the plan, contributing to improving the quality of the population from the pre-marital stage. Elderly care continued to be focused with 37,404 periodic health check-ups, reaching 105.41% of the plan, contributing to ensuring the quality of life and promoting the role of the elderly in the family and society.

With an average population of 1,912,581 people in 2024, the old An Giang province has a stable population structure, creating a solid foundation for economic and social development. The results achieved affirm the correct orientation and the continuous efforts of the entire political system of the province; at the same time, opening up positive prospects in the strategy of improving population quality, building a harmonious, equitable and sustainable society.

To continue promoting population and development work, the province needs to focus on implementing the following main groups of solutions:

Firstly, continue to organize learning, thoroughly grasp and widely propagate the content of Resolution No. 21-NQ/TW to agencies, departments, localities and all people. Create social consensus on the policy of shifting the focus of population policy from family planning to population and development. Strengthen communication on the specific goals and targets in the new population policy, especially the 6 general goals and 23 specific targets identified.

Second, innovate communication and education work suitable for each target group, each region and area. Focus on contents such as: Maintaining replacement fertility, reducing the difference in fertility between regions; reducing early marriage and consanguineous marriage; effectively utilizing the golden population structure; adapting to population aging; taking care of the health of the elderly; promoting physical, intellectual and mental health improvement for vulnerable groups.

Third, integrate population factors into strategies, planning, and plans for economic and social development of the province and each sector and field. At the same time, promote scientific research on population, focusing on population quality and the impact of population change on sustainable development.

Fourth, improve the quality of the staff working on population; organize regular training and development to meet the requirements in the period of shifting policy focus. At the same time, strengthen inter-sectoral coordination, promote the effectiveness of activities related to population and development between agencies and organizations.

Fifth, strengthen coordination between departments, branches and sectors, especially between the health and education sectors to synchronously implement programs to improve physical and mental health of the people. Prioritize target groups such as children, youth, pregnant women and the elderly. At the same time, develop basic social services such as health, education and culture to comprehensively improve the quality of the population.

Sixth, continue to expand and replicate effective models in improving population quality such as: Prenatal and newborn screening; premarital health consultation and examination; reducing the rate of early marriage and consanguineous marriage; community-based care for the elderly.

In short, the outstanding achievements in population work of the province have contributed significantly to economic growth, improving gender equality, promoting social progress and protecting natural resources and the environment. The continuous improvement of people's quality of life is a solid foundation for the province to develop sustainably, harmoniously and humanely in the coming years.
