Training human resources for semiconductor chip industry development

On the morning of October 19, in Da Nang City, the Ministry of Education and Training (MOET) held a workshop on "Developing high-quality human resources for the semiconductor chip industry from Vietnamese universities".

Attending the workshop were members of the Party Central Committee: Minister of Education and Training Nguyen Kim Son; Secretary of the Da Nang City Party Committee Nguyen Van Quang; along with representatives of the Ministry of Planning and Investment, the Ministry of Science and Technology, the Ministry of Information and Communications; representatives of the leaders of Da Nang City and nearly 40 Vietnamese higher education institutions which are large-scale training institutions in suitable majors, majors close to the semiconductor chip design major; representatives of domestic and international enterprises operating in the field of semiconductor chip design; experts in the semiconductor chip industry; numerous central and local press agencies...

Speaking at the opening of the workshop, Associate Professor, Dr. Hoang Minh Son, Deputy Minister of Education and Training, shared: The shortage of high-quality human resources, especially in high-tech fields, is currently a major bottleneck in attracting large technology corporations to shift their investment locations for research, development and production to Vietnam.

In particular, since the comprehensive strategic partnership with the US was established in September 2023, great opportunities for cooperation in developing high-tech fields such as artificial intelligence, semiconductor technology, new energy technology, etc. have been opened up, but in reality, implementation is facing huge challenges due to the shortage of human resources, both in quantity and quality.

According to Associate Professor, Dr. Hoang Minh Son, the main reason leading to the shortage of high-quality human resources in high-tech fields lies in the objective law in the supply-demand relationship between the education and training system and the labor market. Meanwhile, the semiconductor and microchip industry is an industry with great potential in the future in terms of the need for highly qualified and high-quality human resources. However, like many other high-tech industries, the semiconductor industry requires high investment and places demands on available human resources. Therefore, implementing the Government's policy and the direct direction of the Prime Minister , the Ministry of Education and Training is developing an Action Plan for the entire industry to promote training implementation, rapidly increase the quantity and quality of high-quality human resources in the field of semiconductor technology, especially microchip design engineers.

To carry out this very important task, none other than higher education institutions play the main role. According to statistics of the Ministry of Education and Training, there are currently about 35 higher education institutions capable of participating, however the number of training institutions with experience and tradition is still very small.

Along with the above comments, Deputy Minister of Education and Training Hoang Minh Son also noted: There should be solutions to attract students who are studying suitable and related majors; attract more high school students to enroll in these majors and majors. At the same time, it is necessary to build cooperation between higher education institutions, between higher education institutions and enterprises using human resources, with localities where enterprises are investing or will invest, in order to share visions, experiences, optimize the use of resources...

Deputy Minister Hoang Minh Son also noted: This workshop will discuss and agree on the actions that need to be implemented, the need to coordinate implementation and how to implement them to achieve high efficiency. Therefore, the workshop will contribute to unifying, raising awareness and determination to join forces to act among leading higher education institutions with the attention, investment, creation of policy mechanisms of the State, the active accompaniment of localities and enterprises will promote the training of high-quality human resources, serving the development of the country's semiconductor chip industry.

At the workshop, delegates also listened to the leaders of Danang University speak and inform about the training situation of majors related to the semiconductor industry at the unit; the leaders of Danang City Party Committee reported on the results of socio-economic development, including the task of industrial development in general and the policy and orientation for semiconductor industry development in the area.

The workshop also listened to presentations and exchanges from universities, colleges, businesses, and experts in specialized fields; listened to the Department of Higher Education (Ministry of Education and Training) report on the current situation and orientation of training human resources for the semiconductor chip industry in the Vietnamese higher education system and gave orientation speeches from leaders of the Ministry of Education and Training.

On this occasion, 5 higher education institutions including: Hanoi National University, Ho Chi Minh City National University, Danang University, Hanoi University of Science and Technology, and the Academy of Posts and Telecommunications Technology signed a Memorandum of Understanding on Cooperation to promote potential and strengths, agree on an action plan with Vietnamese higher education institutions to be ready to ensure and improve the quality and effectiveness of training high-quality human resources, serving the development needs of the semiconductor industry; at the same time, promote scientific research, technology transfer, innovation to cooperate effectively with semiconductor enterprises in the global semiconductor chip value chain from now until 2030 and vision to 2045; agree to propose mechanisms and policies to the Government to develop the number of learners, create a team of semiconductor experts in higher education institutions./.
