Having received the authority to issue driver's licenses from the Department of Transportation (now the Department of Construction), the Binh Phuoc Provincial Police quickly implemented the necessary conditions to meet the needs of the people. According to regulations, from March 1st, the process of receiving applications began.

Smooth and convenient

For the Tan Phu Town Police Station in Dong Phu District, from March 10th, the process of receiving applications for driver's license renewals and replacements has been carried out at the former Dong Phu District Police Station's application and results delivery department. The Tan Phu Town Police Station has assigned experienced officers to handle this task, thus meeting the needs of the people. Ms. Dam Thi Hau from Tan Hung Commune, Dong Phu District, said: “I work as a truck driver and currently have a B2 license. Now, because my license is about to expire, I'm applying to renew it to a C1 license. When I came here, the officer in charge guided me through the application process enthusiastically and clearly. I have submitted the required health certificate and received an appointment for the results.”

People come to the police station in Tan Phu town, Dong Phu district, to complete procedures for renewing or reissuing driver's licenses.

Major Nguyen Tien Duy, Deputy Head of Tan Phu Town Police, said: "Since March 10th, the unit has been preparing to meet the needs of people for renewing and reissuing driver's licenses. Having received facilities from the District Police and equipped with machinery from the Provincial Police such as computers and cameras with synchronized data, the process has been stable, and people's needs have been addressed quickly. As of March 31st, Tan Phu Town Police had received 92 applications for renewing and reissuing driver's licenses."

At the Duc Phong Town Police Station in Bu Dang District, the process of renewing and reissuing driver's licenses for citizens is also stable and smooth. Mr. Nguyen Duc Thang, residing in Duc Loi neighborhood, Duc Phong town, said: "After the town police station got its new, spacious and modern headquarters, people can now conveniently carry out procedures related to renewing and reissuing driver's licenses and other services without having to travel far."

Lieutenant Colonel Dang Ngoc Hung, Head of Duc Phong Town Police, said: “Although we have only recently reorganized the operational structure of the commune-level police, under the direction of the Provincial Police, we have quickly stabilized the situation and intensified the dissemination of information to the people about administrative services provided at the commune-level police, including the renewal and reissuance of driver's licenses for citizens since March 10th. Along with assigning specialized officers to perform professional duties, we have put up several banners and posters to inform the people and help them learn more about related information, such as: guidance on the procedures for renewing and reissuing driver's licenses directly and online through the national public service; announcement of the fee schedule for driving tests, fees for issuing licenses and certificates for operating various types of vehicles, and fees for registration and issuance of license plates for specialized motorcycles. As of March 31st, Duc Phong Town Police has met the demand for driver's license renewal and reissuance for citizens.” 75 local residents."

Lieutenant Colonel Nguyen Tien Dung, Deputy Head of the Traffic Police Department of the Provincial Police, stated: Based on the directives from the Ministry of Public Security and the Provincial Police regarding the transfer of state management responsibilities for driver's license examinations and issuance, the Traffic Police Department has assigned officers to participate in training on issuing examiner cards; and received documents, equipment, and machinery from the Department of Transport (now the Department of Construction) to ensure uninterrupted work in renewing and reissuing driver's licenses for citizens. The Traffic Police Department has advised the Provincial Police to implement Circular No. 12/2025/TT-BCA regulating driver's license examinations and issuance; and the issuance and use of international driver's licenses, effective from March 1, 2025, for commune-level police throughout the province. Simultaneously, training on the procedures and operations for receiving applications for driver's license renewals and reissuances has been organized for officers directly performing this task at the Provincial Traffic Police Department and commune-level police stations where driver's license renewals and reissuances are carried out. As of April 2nd, the entire province had received 3,291 applications for driver's license renewal or replacement, including 3,030 applications submitted in person and 261 applications submitted online.

Citizens submit applications for renewal or replacement of driver's licenses at the Traffic Police Department of the Provincial Public Security.

According to the 2024 Law on Road Traffic Order and Safety, from January 1, 2025, holders of driver's licenses may renew their licenses in the following cases: lost license; damaged license that is no longer usable; before the expiration date on the license; changes to the information on the license; valid foreign driver's licenses issued by competent foreign authorities; driver's licenses issued by the Ministry of National Defense or the Ministry of Public Security upon request or when the license holder is no longer performing national defense or security duties. Driver's licenses issued before January 1, 2025, will continue to be valid according to the expiration date on the license.

Currently, the authorities still face objective difficulties. Specifically, there are not enough blank driver's licenses to print and issue to those who need them. Therefore, after receiving applications, citizens' data will be updated on the Traffic Police Department's website and the VNeID system. This allows drivers to present their electronic driver's licenses when encountering traffic police during administrative checks.

Authorities advise that those with valid driver's licenses should continue using them and avoid renewing them unless absolutely necessary. In addition to direct renewal at the Provincial Police Department and commune-level police stations, citizens can also complete the process electronically through the National Public Service Portal to save time and travel costs. In the coming period, the Traffic Police Department of the Provincial Police will continue to review driver's license testing centers to ensure they meet the necessary conditions to conduct tests and issue driver's licenses to citizens in accordance with regulations.
