30 years of State Audit Region IV: Increasing transparency, promoting key economic sectors

State Auditor General Ngo Van Tuan said that since the implementation of economic reform, shifting from a centrally planned mechanism to a socialist-oriented market economy, auditing has become one of the indispensable requirements to "help improve the management of national financial resources, prevent corruption, waste, and negativity".

"Gatekeeper" of public finance

As a unit specializing in auditing Ho Chi Minh City, Binh Duong , Long An and Tay Ninh (areas contributing 45% of the national budget revenue and 32% of the country's GDP), instead of being spread out in many localities as in the first phase, the Southern State Audit Office, State Audit Office IV, plays the role of a pioneering "flag" when entering the 30-year milestone of establishment and development (May 19, 1995 - May 19, 2025).

It can be said that the unit's auditing activities have improved in both breadth - quantity and depth - quality, and efficiency is hundreds of times higher than the state budget allocated for the unit's activities every year.

In the role of chief auditor, Dr. Nguyen Huu Phuc shared: "For me, 30 years is a journey of many generations of leaders and officers of the State Audit Office of Region IV who have worked hard to build a solid foundation. A journey full of challenges but also many glories, affirming the role and position of the State Audit Office of Region IV in the State Audit Office's apparatus in inspecting and supervising public finance and assets".

To increase publicity, transparency, and accountability in the management and use of public finance and assets of agencies/units, the State Audit Office of Region IV has strengthened inspection of the implementation of audit recommendations, urging the quick and complete recovery of lost State money and assets.

Along with the growth of the State Audit, the State Audit Office of Region IV has gradually become one of the "leading flags" of the industry; pioneering in conducting land audits, combating transfer pricing and tax evasion, and some new types of audits, including operational and environmental audits; participating in climate change audit teams; conducting audits at the request of the World Bank.

These are all audits that have attracted public attention. The unit also accompanies local development, focusing on thematic audits, activities in the fields of environment, infrastructure development, urban development, etc.

State Audit Office of Region IV is also the unit that recommends amending, supplementing, replacing, and canceling hundreds of legal documents and management documents that are incorrect or inconsistent with State regulations and practices, promptly overcoming "loopholes" in mechanisms and policies.

Prominent are the proposals to improve the State Budget Law, Land Law, Tax Management Law, Public Investment Law, Social Insurance Law...

Thanks to that, the unit has overcome weaknesses and shortcomings in state budget management, corporate finance, management of basic construction investment projects, and improved the internal control system; contributed to improving the effectiveness, efficiency, and transparency in public finance and asset management, and positively contributed to the overall achievements of the whole industry.

Efforts to build a solid legal corridor

Recognizing the importance of information technology, the unit's leaders have directed to promote training, improve the qualifications of auditors, increase the deployment of specialized software, and digitize 100% of documents and audit reports.

Many staff also teach at the Audit Training and Development School, develop curriculum and review materials for the State Audit exam, creating high-quality human resources.

Along with focusing on scientific research, building legal framework, perfecting organizational model and system of standards, processes and auditing methods, many civil servants also participate in developing training programs of the State Audit Office, Canadian Audit and Accountability Fund (CCAF)...

Participate in writing papers for seminars organized by the State Audit Office, contribute opinions on draft laws at the request of National Assembly delegations, participate in the National Assembly's supervision delegation...

After 30 years of development, State Audit Office of Region IV has affirmed its pioneering position, capacity and influence in the management and use of public finance and public assets in the areas assigned to audit.

The achievements and accumulated lessons are a solid foundation for continued innovation, modernization and contribution to the sustainable development of the industry in the future.

As the head of the unit, Mr. Phuc shared that besides the honor, he is also very aware of the responsibility to preserve and promote the achievements that previous generations of leaders have built. That responsibility is not only to maintain audit quality, but also to innovate more strongly from thinking to action.

In particular, implementing the spirit of effective operation according to the motto "compact but quality" of the General Department of State Audit.

He emphasized that in the next phase, the unit will continue to innovate and create audit methods through approaching, collecting evidence, and going to the bottom of the problem to draw correct and accurate conclusions.

At the same time, focus on auditing to prevent waste, urge and promptly inspect the implementation of audit conclusions and recommendations...

Over 30 years of formation and development, State Audit Office of Region IV has received many noble awards from the Party and State.

Notable achievements include the Third Class Labor Medal (2005), Second Class Labor Medal (2010), First Class Labor Medal (2015), 3 times the Prime Minister awarded certificates of merit and emulation flags of the Government, many years awarded certificates of merit and emulation flags of the State Audit Office...
