Since the beginning of 2025, the Dak Lak Provincial Branch of the Bank for Social Policies has advised the Provincial Party Standing Committee and the Provincial People's Committee to issue a Plan to implement Directive No. 39-CT/TW, dated October 30, 2024 of the Secretariat on improving the effectiveness of social policy credit in the new period.
Dak Lak province has also approved the Credit Project for poor households and other policy beneficiaries using local budget capital for the period 2026 - 2030, with an amount of more than 1,515 billion VND; the average annual growth is 300 billion VND; by 2030, local budget capital will reach 2,200 billion VND (accounting for 15% of total capital).
In the first months of the year, the Provincial People's Committee and 15/15 districts, towns and cities transferred to the Social Policy Bank in the area 116.2 billion VND (equal to 145% of the assigned plan), raising the total capital entrusted from the local budget to 660 billion VND.

Not only at the provincial level, policy credit work is actively implemented at the grassroots level, contributing to the timely transfer of capital to the people. For example, in Ea Kenh commune (Krong Pac district), the local government always pays attention to and directs the implementation of credit programs of the Bank for Social Policies to ensure the right subjects; directs 4 entrusted mass organizations, heads of villages/hamlets to closely coordinate with the Bank for Social Policies, savings and loan groups (TKVVV) to manage capital quality well, inspect and supervise borrowers in using loans.
Ms. Tran Thi Van, Chairwoman of Ea Kenh Commune People's Committee, said that up to now, the total outstanding debt of credit programs in the commune has reached more than 31 billion VND (an increase of nearly 2 billion VND compared to the beginning of the year), with 889 households borrowing capital. The whole commune has no overdue debt or frozen debt. Social policy credit capital has made an important contribution to poverty reduction, job creation, new rural construction and ensuring social security in the locality.
Since the beginning of the year, the province has provided loans to 25,978 poor households and other policy beneficiaries, with a total amount of nearly VND 1,636 billion. Currently, the total outstanding policy credit balance has reached VND 8,538 billion, with 162,582 customers with outstanding loans (an increase of more than VND 512 billion compared to the beginning of the year). By May 31, 2025, the total overdue debt and frozen debt was VND 6.86 billion (accounting for 0.08% of the total outstanding debt). Commune-level transaction activities continue to be maintained stably, ensuring safety and efficiency, promptly meeting the borrowing needs of poor households and policy beneficiaries in the area.
Through monitoring and inspection in Dak Lak province, Mr. Hoang Minh Te, Deputy General Director of Vietnam Bank for Social Policies, highly appreciated the results in policy credit work in the area. This is a locality with large credit scale, good credit quality, contributing significantly to providing capital for poor households, policy beneficiaries, promoting local socio -economic development.
Mr. Dao Thai Hoa, Director of Dak Lak Provincial Social Policy Bank Branch, said that in the coming time, the unit will continue to focus on advising on additional entrusted capital sources for lending to poor households and policy beneficiaries in the area; strengthen direction to improve the quality of social policy credit activities in the new period; strive to complete the assigned plan by 2025.
At the same time, advise the Provincial Party Committee, the Provincial People's Committee, and the Board of Directors of the Provincial Bank for Social Policies to direct departments, branches, and local authorities to strengthen the implementation of policy credit activities when implementing the arrangement and merger of administrative units at all levels, ensuring that policy credit activities in the area are stable and smooth, and that people are not interrupted in accessing capital sources when merging. At the same time, review and evaluate outstanding debts at credit institutions, communes, and entrusted organizations to grasp specific information and hand over according to the new administrative unit.

Regarding credit work, the Branch advises the Board of Directors of the Provincial Social Policy Bank to direct the good implementation of the credit plan targets for 2025.
Continue to coordinate with relevant units to review and grasp the borrowing needs of beneficiaries of preferential credit policies in the area, striving to soon complete the assigned credit growth plan target for 2025. Continue to focus on directing the work of consolidating and improving the quality of policy credit in the area.
Coordinate with the People's Committees at the commune level and socio-political organizations that are entrusted to regularly review, consolidate and improve the activities of the TKVVV management teams and boards to improve the quality of their activities. At the same time, continue to effectively and qualitatively implement activities at commune transaction points, especially during and after the merger, and arrange appropriate transaction times and locations.
