Investing in developing the railway network for sustainable development

Once considered the earliest and most modern mode of transport in Southeast Asia, however, up to now, the railway infrastructure system is not only outdated and degraded due to lack of proper investment but also has to face the encroachment of traffic safety corridors... from the above reasons, the Government has proposed many solutions with the view that railway is a special sector with an important role in the transport infrastructure system, identified as one of the three strategic breakthroughs that need priority investment for socio -economic development associated with ensuring national defense, security, adapting to climate change and sustainable development. Developing railway infrastructure with focus, key points, and breakthroughs on main transport corridors with high transport demand; promoting the strength of transporting large volumes of goods and passengers, medium to long distances.

Focus on maximizing the capacity of the existing railway network and investing in the construction of a number of new, synchronous and modern railway lines connecting gateway seaports and major economic centers. Gradually diversify resources in investment in infrastructure development, industrial development and railway transport; focus state resources on investing in railway infrastructure; approach and mobilize local resources, promote the attraction of economic sectors to participate in investment in infrastructure, equipment, vehicles and railway business. Build a foundation for developing the railway industry in a modern and synchronous direction with other industries; gradually be self-sufficient in maintenance and production of some types of materials and equipment for the railway sector; encourage and support domestic enterprises to proactively and actively enter into joint ventures and transfer technology to develop the railway industry.

Ensure synchronous development between infrastructure and railway industry, domestic science and technology level and human resources, apply modern science and technology, especially achievements of the fourth industrial revolution in construction, management and exploitation of railway infrastructure to limit environmental pollution and save energy; effectively use natural resources. Especially towards 2030, renovate and upgrade to effectively exploit existing railway lines, connect international intermodal railway lines; complete investment preparation work, arrange resources to start construction of a number of new railway lines, with priority given to the North-South high-speed railway line, routes connecting international gateway seaports, international airports, railway hubs in major cities, research to deploy the Ho Chi Minh City - Can Tho railway line.

With some targets such as freight transport volume reaching 11.8 million tons, accounting for a market share of about 0.27%; passenger transport volume reaching 460 million passengers, accounting for a market share of about 4.40%, of which national railway 21.5 million passengers, accounting for a market share of about 1.87%; freight turnover volume reaching 7.35 billion tons.km, accounting for a market share of about 1.38%; passengers 13.8 billion passenger.km, accounting for a market share of about 3.55%, of which national railway 8.54 billion passenger.km, accounting for a market share of about 2.22%; in terms of infrastructure, upgrading and renovating to ensure train safety on 07 existing railway lines; implementing investment in two priority sections of the North-South high-speed railway line Hanoi - Vinh, Nha Trang - Ho Chi Minh City; Prioritize the construction of a number of railway lines connecting international gateway seaports, especially Hai Phong and Ba Ria - Vung Tau; connecting Ho Chi Minh City with Can Tho, connecting internationally with China, Laos and Cambodia in accordance with international transport agreements and in sync with the investment progress of countries in the region.

Accordingly, by 2050, the North-South high-speed railway will be completed; continue to invest in completing new railway lines at the Hanoi hub, Ho Chi Minh City hub, railways connecting seaports, industrial parks, economic zones, connecting the Central Highlands provinces, coastal railways, international railways. Maintain, renovate and upgrade existing railway lines to meet the needs of passenger and cargo transport. Along with large-scale investment, the length in the planning is calculated according to forecast demand. During the implementation process, depending on the transportation demand, investment resource capacity and connectivity, the investment policy decision-making authority decides on investment phases to ensure project efficiency. For investment planning projects after 2030, in case localities or investors have investment needs, report to the Prime Minister for approval to implement earlier.

In particular, in the process of regional planning and provincial planning, the planning agency shall base on the approved Railway Network Planning to integrate and ensure consistency; at the same time, plan railway routes to connect large seaports, dry ports, inland waterway ports, economic zones, tourist areas, etc. with the national railway to meet the transportation needs and the ability to mobilize investment resources of localities; plan appropriate land funds in station areas to develop urban areas and functional areas, creating resources to participate in investment in developing national railway infrastructure; localities shall preside over and proactively mobilize resources to invest in railway routes connecting the above transport hubs with the national railway./.
