The Government has set out 12 main tasks and solutions to implement the Socio -Economic Development Plan and the State budget estimate with the growth target of 8% or more in 2025.

The Resolution stated: The year 2025 is of special importance, a year of acceleration, breakthrough, and finishing, the final year of implementing the 5-year socio-economic development plan 2021-2025, implementing the revolution in streamlining the organizational apparatus, holding Party Congresses at all levels, moving towards the 14th National Congress of the Party and preparing and consolidating the fundamental factors for our country to confidently enter a new era of development. Meanwhile, the world and regional situation is forecast to be very complicated, with many new unpredictable developments in the first months of the year, causing more and more difficulties and challenges. The prospect of world economic growth is declining, with a high risk of a "global trade war", greatly affecting the confidence and business psychology of enterprises and investors. Domestically, GDP in the first quarter is estimated to increase by 6.93% over the same period, the highest in the ASEAN region. The country's major anniversaries such as the 95th anniversary of the founding of the Communist Party of Vietnam , the military parade, and many national events celebrating the 50th anniversary of the Liberation of the South, National Reunification, the 135th birthday of President Ho Chi Minh... were organized solemnly, meaningfully, safely, joyfully, healthily, strengthening the great national unity bloc. It is forecasted that in the remaining months of 2025, opportunities, advantages and difficulties, challenges will intertwine but there will be more difficulties and challenges, especially from unfavorable external factors and internal limitations and shortcomings that have lasted for many years, storms, floods, droughts, saltwater intrusion...

In the above context, the Government has proposed 12 main tasks and solutions to implement the Socio-Economic Development Plan and the State budget estimate with the growth target of 8% or more in 2025. Specifically:

1. Identify institutional breakthroughs as "breakthroughs of breakthroughs"; further promote institutional improvement associated with improving the effectiveness and efficiency of law enforcement; continue to focus on cutting and simplifying administrative procedures and business regulations, removing bottlenecks, creating favorable conditions for people and businesses; proactively research and propose policies and mechanisms, and report to competent authorities to mobilize and flexibly and effectively use resources to promote growth.

2. Prioritize strongly promoting economic growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major economic balances and having high surpluses.

3. Complete the organization and apparatus arrangement; strengthen decentralization, delegation of authority, enhance the responsibility of leaders; further promote the work of preventing and combating corruption, waste, negativity, and group interests; tighten administrative discipline and order associated with inspection, supervision, control of power and resource allocation, and improve implementation capacity.

4. Complete a synchronous and modern strategic infrastructure system, prioritizing key and important national transport infrastructure projects, expressway systems, high-speed railways, inter-regional projects and large urban infrastructure, digital transformation infrastructure; connect expressway systems with airports and seaports and deploy high-speed railway and urban railway systems.

5. Focus on restructuring industries, sectors and within industries in conjunction with renewing the growth model towards enhancing the application of science and technology, promoting innovation, improving productivity, quality, efficiency, competitiveness, autonomy, adaptability and resilience of the economy.

6. Focus on developing high-quality human resources, human resources serving scientific research activities, technology development and application, innovation, creative startups, especially prioritizing human resource development in the field of chips and semiconductors associated with promoting scientific research, technology development and application, promoting innovation and startups.

7. Comprehensively develop cultural and social fields, ensuring harmonious connection with economic development; ensure social security, improve the material and spiritual life of the people; continue to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new period.

8. Proactively respond to climate change, prevent and mitigate natural disasters, strengthen resource management and environmental protection; harmoniously resolve the relationship between economic development and environmental protection.

9. Strengthen regional connectivity, effectively implement national, regional and provincial planning; accelerate and improve the quality of urbanization and urban economy.

10. Strengthen and consolidate national defense and security potential, firmly protect independence, sovereignty, and territorial integrity; continue to build and consolidate the all-people national defense posture, the people's security posture associated with a solid people's heart posture; ensure security, social order and safety.

11. Promote the synchronous, effective and comprehensive implementation of foreign affairs and international integration; maintain a peaceful and stable environment and create favorable conditions to attract resources to serve national development, consolidate and enhance Vietnam's prestige and international position.

12. Be more proactive in information and propaganda work, create motivation, inspiration, and encourage innovation; improve the effectiveness of mass mobilization work, and create social consensus.

Focus on cutting and simplifying administrative procedures and business regulations in a practical and effective manner.

In particular, the Government requires ministries, branches and localities to proactively and urgently build legal corridors and incentive mechanisms for new issues, high-tech projects, large projects, new trends, creating a legal framework for digital transformation, green growth, circular economy; rapid, healthy and effective development of all types of markets. Research and apply specialized legal frameworks to help the Vietnamese legal system catch up with the development speed of the digital economy, innovation and international integration, especially financial technology, artificial intelligence, platform economy, e-commerce, special economic zones; propose a controlled testing legal framework for new technology industries. Urgently research and propose a legal framework to manage and promote the healthy and effective development of digital assets and digital currencies; promptly complete the pilot Resolution to manage activities related to crypto assets.

Improve the effectiveness and efficiency of law enforcement, strengthen communication and guidance on law enforcement; perfect the mechanism for strict and consistent law enforcement, ensuring respect for the Constitution and law. Timely develop and promulgate, within authority, detailed regulations and guidance on the implementation of laws and resolutions passed by the National Assembly.

Focus on cutting and simplifying administrative procedures and business regulations in a practical and effective manner, not allowing the emergence of new inappropriate procedures, business regulations, standards, norms and techniques that increase costs and cause difficulties and inconveniences for people and businesses. Continue to effectively implement the overall administrative reform program; build an effective and dynamic administration and a safe, transparent, low-cost, and internationally-standardized investment and business environment.

Strive to reduce by at least 30% the time for processing administrative procedures by 2025; reduce by at least 30% business costs (compliance costs); abolish at least 30% of unnecessary business conditions; carry out procedures related to enterprises in the electronic environment, ensuring smoothness, continuity and efficiency; 100% of administrative procedures are carried out regardless of administrative boundaries within the province. Effectively implement Resolution No. 66/NQ-CP dated March 26, 2025 on the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026. Close, synchronous, harmonious and effective coordination of policies

Prioritizing the strong promotion of economic growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy and having a high surplus, the Government requires close, synchronous, harmonious and effective coordination of policies; including proactive, flexible, timely and effective monetary policy management; reasonable and focused expansionary fiscal policy management, supporting production and business, promoting growth drivers.

Continue to closely monitor the world and domestic situation to flexibly, promptly and effectively manage monetary policy tools to contribute to promoting economic growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances, safety of banking operations and the system of credit institutions; continue to implement tasks and solutions on managing interest rates, exchange rates, and credit growth; regularly and closely monitor developments in deposit and lending interest rates of commercial banks.

Managing credit growth in line with the economic growth target and controlling inflation, ensuring the safety of the banking system; including studying and assigning additional credit growth targets to banks within their authority. Directing credit institutions to direct credit to production and business sectors, priority sectors, economic growth drivers, credit for feasible key projects and works; strictly controlling credit for potentially risky sectors; continuing to reduce costs, enhancing the application of information technology, simplifying administrative procedures, restructuring and reorganizing the apparatus, striving to reduce lending interest rates; reviewing and cutting lending procedures to promptly meet credit capital for projects and sectors that create momentum for growth, especially green growth.

Strengthen inspection, examination and close supervision of the activities of credit institutions, including credit granting activities of credit institutions; promptly and strictly handle violations, especially credit institutions that compete unfairly and against regulations on interest rates. Actively implement the 100 trillion VND credit program for the agriculture, forestry and fishery sectors; continue to direct credit institutions to research preferential credit packages and allow young people under 35 years old to buy houses. Closely monitor the gold market, deploy solutions to manage the gold market in accordance with the law, safely, healthily and effectively.

Strengthening financial and state budget discipline and order; promoting the application of digital transformation in state budget revenue and expenditure, improving the effectiveness and efficiency of state budget revenue and expenditure management; ensuring correct, sufficient and timely collection; restructuring revenue sources to ensure sustainability, expanding the collection base and combating transfer pricing, tax evasion, effectively managing revenue sources arising from e-commerce transactions, digital platform business, cross-border transactions; resolutely implementing digital transformation, mandatory regulations on electronic invoices for all sectors and fields and completing digitalization no later than the second quarter of 2025, at the same time inspecting, checking and supervising the implementation; urging the collection of tax arrears, reducing the rate of tax arrears; striving to increase state budget revenue in 2025 by over 15%. Thoroughly save regular expenditures to focus on development investment, save 10% of regular expenditures to increase the 2025 budget compared to the 2024 budget and continue to review additional savings to supplement investment for the Lao Cai - Hanoi - Hai Phong railway; control overspending and public debt safety indicators within reasonable safety limits; study and take advantage of public debt and state budget deficit to mobilize more resources for large-scale, key projects; if necessary, public debt, government debt, and foreign debt of the country may reach or exceed the warning threshold of about 5% of GDP.

Closely monitor the price movements of strategic commodities in the world market, proactively analyze, forecast, implement according to authority or propose, advise competent authorities on solutions and response scenarios, ensuring the target of controlling inflation at about 4.5-5%. Strictly implement regulations on price declaration, price posting, information disclosure and transparency and comply with legal regulations on prices.

Strongly develop the financial market and capital market; strive to upgrade the stock market by 2025. Synchronously deploy solutions to promote the safe, healthy and sustainable development of the real estate market...

Strengthening the connection between supply and demand and promoting domestic market trade; promoting the distribution of goods via digital platforms in conjunction with strengthening supervision and handling of violations on e-commerce platforms; developing consumption models that combine experiences such as digital shopping malls, combining trade - culture - tourism, etc. Strive for total retail sales of goods and service revenue to increase by 10%, striving to increase by about 12%.

Implement measures to ensure the balance of supply and demand of goods, especially during peak holidays and Tet, stimulate consumption, and promote domestic trade. Effectively implement the Project on developing the domestic market in conjunction with the Campaign "Vietnamese people prioritize using Vietnamese goods", the One Commune One Product OCOP Program, the Program on developing trade in mountainous, remote and island areas for the period 2021-2025. Effectively implement the work of combating fraud of goods origin; proactively complete the trade defense system to protect the domestic economy, enterprises, and market, ensuring compliance with international commitments. Have solutions to manage, regulate production, stabilize supply and demand of essential goods that have a great impact on the socio-economy, domestic production and consumer rights.

Improve the quality of services, especially food, accommodation and tourism services; increase the attraction of international tourists; innovate and promote tourism promotion, and enhance digital transformation. By 2025, strive to welcome and serve 22-23 million international tourists and 120-130 million domestic tourists.

At the same time, focus on unblocking and effectively using public investment resources. Have more drastic and timely solutions to accelerate the disbursement of public investment capital, especially for key and important national projects and national target programs; strive for the disbursement rate in 2025 nationwide to reach 100% of the plan. Develop a disbursement plan for each project; require investors to report the disbursement progress of each project on a monthly and quarterly basis, comply with the disbursement plan on a monthly and quarterly basis; assign leaders to be responsible for each project, strictly control the scale, progress and efficiency of investment; make disbursement results one of the criteria for evaluating the level of task completion of collectives and individuals; Review and promptly transfer capital plans of slow-disbursing projects to supplement projects with good disbursement capacity and in need of speeding up progress, especially important and urgent projects, strategic infrastructure projects and regional and national connectivity projects. Further promote the effectiveness of the Prime Minister's Working Groups, working delegations of Government members and special working groups of localities in urging public investment disbursement.

Strengthen discipline and order in disbursing public investment capital; impose sanctions and strictly handle according to the law organizations and individuals who intentionally cause difficulties, obstruct, and delay the progress of capital allocation, implementation, and disbursement of public investment capital; resolutely handle negative and corrupt behaviors in public investment management; promptly replace individuals who are weak in capacity, afraid of mistakes, afraid of responsibility, shirk responsibility, and avoid performing public duties. Speed ​​up the progress of implementation and disbursement of national target programs; urgently complete investment procedures for the national target program on cultural development for the period 2025-2035 for immediate implementation in 2025.

Strengthen decentralization and delegation of power and enhance the responsibility of leaders in deciding on investment policies and project investment decisions, ensuring focus and key points, not spreading out and fragmenting, and approving the final settlement of public investment capital for completed projects in accordance with regulations, avoiding loss and waste. Resolutely recover capital allocated to projects that are not implemented according to approved plans or projects that are not really necessary, and investment has not been effective; resolutely eliminate projects that are not really necessary; prioritize the allocation of state budget resources from both the central and local levels to implement projects connecting provinces, regions, national and international connections, especially connecting economic centers and localities that are growth poles; localities proactively balance local resources to invest in regional connection projects within the province.

Build an effective mechanism to selectively attract foreign investment capital, exploit indirect investment capital flows, international investment funds, such as direct support in cash or infrastructure projects for a number of potential fields, creating breakthroughs and new driving forces for growth. Create maximum conditions and encourage businesses to carry out research and development activities or cooperate in technology transfer in Vietnam; select potential investors to proactively approach, exchange, and invite investment in Vietnam...

Promote exports; step up trade promotion, expand and diversify supply chains, production chains and import and export markets associated with improving product quality, participating more deeply and widely in regional and global supply chains; promote harmonious and sustainable trade with Vietnam's major partner countries in the new context.

Promote and create breakthroughs for new growth drivers, develop green economy, circular economy, e-commerce, new and effective business models; promote emerging industries and fields. Complete the testing mechanism (sandbox) to support the development of digital economy, green economy and circular economy. Support businesses in applying artificial intelligence, digital transformation, green transformation, circulation, low carbon emissions, resource saving, sustainable development (ESG) ...; promote the export of green and environmentally friendly products. Research and propose appropriate mechanisms and policies to promote the formation, operation and development of digital technology industrial enterprises, create more "digital jobs", including enterprises operating in handling emissions from digital transformation activities to contribute to environmental protection. Develop a pilot mechanism for businesses to test new technologies, a liability exemption policy in testing new technologies, new business models ...

Complete the organization arrangement; strengthen decentralization, delegation of authority, and enhance the responsibility of leaders.

The Government requires ministries, branches and localities to adjust their functions and tasks and perfect their organizational structure, ensuring continuous and smooth operation, without overlap or duplication, improving effectiveness and efficiency; resolutely implementing the arrangement of the organizational structure according to the 2-level local government model to ensure smooth operation on schedule and with quality, striving to complete the arrangement at the commune level before July 15, 2025, and at the provincial level before August 15, 2025. Urgently issue Decrees to define the authority of local governments according to the 2-level local government organization model and implement decentralization and delegation of power in state management by sector and field according to the requirements and progress set out. Effectively implement the project "Perfecting the organizational structure, improving state management capacity and law enforcement on digital transformation from the central to local levels by 2025, with a vision to 2030". Innovate, reorganize, and improve the level of autonomy of public service units, promote the socialization of some public services, especially in conditional fields, and innovate the form of state budget allocation in the form of ordering and assigning tasks associated with products and quality of public service.

Strengthening discipline and administrative order; resolutely and effectively overcoming the situation of avoidance, shirking, fear of mistakes, and fear of responsibility. Having breakthrough mechanisms and policies to attract talents, building a team of cadres and civil servants with a solid foundation in political ideology and expertise, good moral qualities, high sense of responsibility, daring to think and dare to do; having special mechanisms and policies for cadres and civil servants with outstanding achievements in work, creating motivation and protecting cadres and civil servants to work and contribute; having mechanisms to remove from the apparatus those who are not qualified and have no capacity; further concretizing the policy of encouraging and protecting cadres who dare to think and dare to do.

Effectively carry out the work of receiving citizens, handling complaints and denunciations; focus on basically and completely resolving prolonged and cross-level complaints and denunciations; promptly and legally resolve complaints and denunciations related to Party Congress personnel at all levels.
