The school criterion is considered one of the difficult criteria in building a new rural area because this criterion requires large investment resources and a long implementation time. Meanwhile, the school and classroom system in some places in the area is still lacking or degraded due to long-term use, affecting teaching and learning. Clearly recognizing the importance of "growing people", in recent years, all levels and sectors in the province have implemented many solutions to consolidate and invest in building new school facilities.
Mr. Ho Cong Liem, Deputy Director of the Departmentof Education and Training, said: To implement the criteria for schools in building new rural areas, the department has issued specific plans every year to implement the criteria. At the same time, advise the Provincial People's Committee to issue a project to invest in and build facilities and teaching equipment for public kindergartens and general schools in the province for the period 2022-2025 (including the content of building schools in key communes striving to meet new rural, advanced new rural, and model new rural standards); invest additional funds for facilities to re-recognize national standard schools for the period 2024-2025.
In addition, at the meetings, the unit has taken the lead in deploying and disseminating to managers at affiliated units to deploy to all cadres, teachers and employees the indicators related to school criteria in the set of criteria for new rural areas, advanced new rural areas, and model new rural areas. It is recommended that units organize a review and statistics of the current status of school facilities in the communes to advise and propose solutions and investment needs for development in the fields under their management; promote coordination and propaganda on new rural construction in general, including the implementation of school criteria.
Specifically, from 2021 to June 2025, relevant levels and sectors in the province have invested in repairing and building 353 new schools with a total cost of over VND 1,453 billion; invested over VND 130 billion in teaching equipment. Along with that, the Vietnam Fatherland Front Committee and relevant agencies and units have organized about 20,000 integrated propaganda sessions on new rural construction in general with over 1.6 million listeners; propagated on mass media over 4,600 news, articles, and photos on agriculture , farmers, rural areas, etc. Through propaganda, people better understand the purpose and meaning of the new rural construction program in general, including school criteria, and actively join hands to implement the criteria. Thereby, school facilities are invested in construction to create favorable conditions for teaching and learning as well as complete school criteria in building new rural areas.
Teacher Ma Van Thiep, Principal of Minh Tien Primary and Secondary School, Van Nham Commune, said: Previously, the school's classrooms were all level 4 houses, including classrooms that were built a long time ago and have deteriorated, greatly affecting the teaching and learning of teachers and students at the school. In the period of 2023-2024, the school invested in building 2 new 3-storey buildings with 15 solid classrooms. The school was invested in building a spacious and modern school to serve the teaching and learning needs well as well as contribute to implementing the school criteria in building new rural areas in the commune.
Along with the above schools, from 2021 to the end of June 2025, 352 school projects were invested in repair and construction, contributing significantly to the consolidation of school facilities. Accordingly, by the end of June 2025, the whole province had 6,157 solid classrooms, an increase of 280 rooms compared to 2021; 1,619 solid subject classrooms, an increase of 473 rooms compared to 2021; 1,384 solid learning support rooms, an increase of 367 rooms compared to 2021; 3,904 solid administrative management rooms, an increase of 933 rooms compared to 2021. Also by the end of June 2025, the whole province had 107/175 communes meeting the criteria for schools in building new rural areas.
Currently, after the organizational restructuring, the province has 65 communes and wards, including 61 communes. In the coming time, the authorities will continue to review and evaluate the current status of the NTM criteria in general, including the school criteria, to develop a specific implementation plan. The results achieved in implementing the school criteria from June 2025 onwards not only create favorable conditions for teaching and learning but also create an important premise for the province to continue to effectively implement the school criteria in the next phase.
