Step up the fight against smuggling, trade fraud and counterfeit goods

Implementing the Prime Minister's Official Dispatch No. 65/CD-TTg dated May 15, 2025 on launching a peak period to combat and prevent smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights (peak period), the Provincial People's Committee has developed an Implementation Plan for the period from May 15 to June 15, 2025. Accordingly, functional units and localities in the province have synchronously deployed solutions, focusing on promoting propaganda and dissemination of laws on commercial business combined with market inspection and control, promptly detecting and strictly handling violations.

Implementing the policies and directions of the Government, the Prime Minister , the National Steering Committee for the Prevention and Control of Smuggling, Trade Fraud and Counterfeit Goods, Ministries, branches, Provincial Party Committees, Provincial People's Committees on launching a peak period to fight against smuggling, trade fraud and counterfeit goods, the Department of Industry and Trade has organized a review of all production and business establishments under its management, especially focusing on essential consumer goods such as food, beverages, pharmaceuticals, cosmetics, electronics, household appliances; large business locations including wholesale markets, shopping malls, supermarkets, warehouses, goods gathering points, e-commerce platforms, etc.

Along with that, direct the Market Management Department to coordinate with functional forces to strengthen supervision and inspection of production and business establishments at high risk of smuggling, trade fraud, trading in counterfeit goods, and goods infringing intellectual property; focus on propaganda and guidance on the implementation of legal regulations for organizations and individuals in production and business so that people clearly understand the harmful effects of trading in smuggled goods, counterfeit goods, and trade fraud; mobilize establishments to sign commitments not to trade in smuggled goods, not to produce, store, or trade in prohibited goods, counterfeit goods, goods that do not ensure quality and do not ensure food safety, etc.

According to the Department of Industry and Trade, in the 3 weeks of launching a peak campaign to combat and prevent smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights according to the Government 's Official Dispatch No. 65 (from May 15 to June 4, 2025), functional units in the province have detected 88 violations, collecting fines and paying nearly 492.5 million VND to the state budget. In particular, the main violations detected and handled are trading in smuggled goods; trading in counterfeit goods; goods of unknown origin; expired goods; goods violating regulations on food safety conditions, etc.

Mr. Hoang Chi Dung, Deputy Director of the Department of Industry and Trade, said: With a proactive and determined spirit, the work of combating smuggling, trade fraud, and counterfeit goods has been and is being promoted by functional sectors, localities, especially the market management force of the whole province. From there, violations are promptly detected and strictly handled, contributing to stabilizing the market, protecting the rights of consumers, especially cases related to smuggling, trading in goods that violate famous trademarks, food of unknown origin and origin, and not ensuring food hygiene and safety regulations.

Authorities discovered a large amount of frozen food that did not meet food safety and hygiene standards at a business in Thanh Tan commune (Thanh Liem).

Specifically, in more than 3 weeks of the peak period, many typical cases were detected and promptly handled by functional units, with high deterrence, such as: On May 29, 2025, Market Management Team No. 1 (Provincial Market Management Department) coordinated with the Police Department of Investigation of Crimes on Corruption, Economy , Smuggling, and Environment (Provincial Police) to conduct a surprise inspection of a business household in Bac village, Thanh Tan commune (Thanh Liem) and discovered that, at the time of inspection, the household was trading 1,260 kg of frozen food including bagged chicken liver, bagged pig intestines that did not ensure food hygiene and safety, of unknown origin, with a total value of 10.2 million VND. The business owner could not present contracts, invoices, and documents proving the origin according to regulations for all violating goods. Market Management Team No. 1 has drawn up a record of administrative violations and issued a decision to fine the business owner 12 million VND and force the destruction of all evidence of violations.

Previously, in the early morning of May 27, the Economic Security Department (Provincial Police) coordinated with the Provincial Department of Agriculture and Environment to conduct a surprise inspection of a slaughterhouse of a household in Ninh Lao residential group, Duy Minh ward (Duy Tien town). At the time of the inspection, the business household was slaughtering 8 pigs on a cement floor, not ensuring food hygiene and safety. Among the slaughtered pigs, the internal organs showed signs of swelling and bleeding, suspected of having signs of African swine fever. The inspection team took samples and sent them to the Veterinary Department of Region I, the Department of Animal Husbandry and Veterinary Medicine (Ministry of Agriculture and Environment). The results showed that the samples were positive for African swine fever virus. The inspection team destroyed all the pigs for meat and 21 pigs in the barn. Currently, the relevant unit is continuing to complete the case file to request handling according to legal regulations.

On June 4, 2025, the Prime Minister continued to sign Official Dispatch No. 82/CD-TTg on continuing to promote the peak of the fight to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights. Accordingly, the Prime Minister requested ministries, branches, and localities to strengthen direction and urge functional forces to coordinate closely, continue to promote the peak of the fight to prevent and repel smuggling, trade fraud, counterfeit goods, fake milk, fake drugs, fake functional foods, foods that do not ensure quality, and goods that infringe intellectual property rights; strictly handle violations, strictly handle officials who show signs of moral degradation, corruption, negativity, protection, and abetting of law violators with the motto: "Handle one case, warn the whole region, the whole field", "no forbidden areas, no exceptions".

Strictly implementing the Prime Minister's telegram, Ha Nam province mobilized the entire political system to make a breakthrough in inspection and handling of violations. In the last days of the peak period, departments, branches and localities in the province continued to review and inspect key subjects, areas, fields and goods where violations frequently occurred; actively propagandized and mobilized people to participate in denouncing acts of smuggling, trade fraud, counterfeit goods and intellectual property infringement to the authorities.

Along with that, doing well the state management in licensing, assessing production and business conditions; promoting the work of appraisal, testing, and post-inspection to promptly detect violations of counterfeit goods, poor quality goods, and goods that do not ensure food safety right from the production stage; strengthening the connection between functional sectors and localities in sharing and providing information on signs of violations in the fields of the sector and management areas, thereby closely coordinating in verifying and handling information; doing well the work of praising and rewarding collectives and individuals with outstanding achievements, typical examples of good people, good deeds in the fight against smuggling, trade fraud and counterfeit goods...
