PV: Could you tell us which unit is directly managing the electrical system in Phu Ly city?
Mr. Luu Dai Nghia: Phu Ly city has 23 medium voltage feeders supplying 35kV and 22kV voltages to loads with 7 35kV feeders and 16 22kV feeders. The medium voltage line system has a total length of about 270 km (35kV lines are more than 100 km long, 22kV lines are 170 km) and 0.4kV lines are 677.5 km. The city currently has 633 transformer stations (TSAs) with a total of 689 machines with a capacity of 282,715 kVA, supplying electricity to 63,818 customers. Of these, assets managed by the electricity industry are 420 stations (429 machines) with a capacity of 146,075 kVA, and assets of customers are 213 stations (260 machines) with a capacity of 136,640 kVA.
In order to meet the increasing demand for electricity of customers, in recent years, the city has received regular attention from Ha Nam Electricity Company in investing in repairing, upgrading and building new works to prevent overload and reduce power loss. Along with that, Phu Ly City Electricity always proactively and synchronously deploys measures to supply electricity to ensure safety and stability at all times, especially in the hot season to serve the production and daily life of the people.
PV: To ensure safe and stable power supply, what measures does Phu Ly City Electricity implement, sir?
Mr. Luu Dai Nghia: As of early June 2025, the branch has completed internal rotation, increasing the capacity of 11 overloaded transformer stations to promptly meet the sudden increase in electricity demand of the people, especially on hot days. We have coordinated with departments of the Provincial Electricity Company, the City Land Fund Development Center, consulting units, and People's Committees of wards and communes to deploy investment in the construction of power projects in localities. Up to now, 12 overload-proof transformer stations with a total capacity of 2,890kVA have been energized and put into operation, ensuring the schedule and plan set out. Investing in the construction of a loop system, improving the reliability of power supply to the medium-voltage grid; renovating and building new 22kV lines in the communes of Trinh Xa, Phu Van, Dinh Xa and resettlement areas of Liem Chung, Lam Ha. Replace all twisted cables at old, dilapidated poles that do not meet operating standards, repair low-voltage power grids after substations of the Department of Agriculture and Environment, Department of Construction and substations: Bac Nguyen Viet Xuan, Le Cong Thanh, Nam Nguyen Viet Xuan, Doc Me, Trinh Xa 2, Thanh Binh 5, Tien Hai 1, Dinh Xa 6, Tien Hai 3, Liem Tiet 3... Regularly repair according to plan with a total of 29 items and periodically test 60 substations, thereby detecting existing problems and defects to develop a treatment plan to ensure safe and stable operation of the power grid.
PV: Preparing to enter the rainy and stormy season, could you please tell us about the power supply plan and disaster prevention measures of the City Electricity?
Mr. Luu Dai Nghia: Before entering the rainy season this year, we organized a general inspection and review of the power grid; conducted periodic experiments to detect and thoroughly overcome existing problems, especially the lightning protection system, lightning discharge, and line corridors at key locations. Regularly monitor the operating parameters of distribution transformers (MBA), low-voltage lines to balance phase reversal, load sharing, MBA rotation, increase capacity... Thereby, promptly overcome the situation of full load, overload of distribution transformers and low-voltage lines, ensuring safe power supply. Monthly cleaning of Hotline insulation according to the company's production orders, especially in dusty areas, construction material exploitation. In addition, proactively register and coordinate Hotline construction to handle, overcome existing problems and strengthen the power grid. Assign staff and workers to be on duty during hot and stormy days and prepare all kinds of spare materials, equipment, fuel, communication systems, and means to handle incidents promptly. In case of incidents, we promptly notify customers and mobilize all human resources, materials, and means to quickly handle the situation in order to restore power supply as soon as possible. Strictly implement the notification regime for stopping and reducing power supply when incidents occur. Actively coordinate with the Departments: Dispatching, Business of the Provincial Electricity Company to encourage large customers, especially customers who are supplied with electricity from 110kV power lines and substations, to use electricity reasonably and effectively, shift production time, and limit electricity use during peak hours. Promote propaganda on electricity saving and protection of high-voltage power grid safety corridors to customers and people in Phu Ly city. Coordinate with authorities at all levels, police, and military to review, develop, and deploy plans to protect security, safety, and prevent fires and explosions for power projects. Strengthen propaganda and warnings, strictly prohibit kite flying that causes unsafe high-voltage power grids. Practice drills on natural disaster prevention, search and rescue, incident handling, and safety according to the set plan. We develop specific plans to proactively and promptly respond to any situation in the spirit of ensuring absolute safety for people, minimizing property damage, and quickly overcoming consequences to provide electricity to customers.
I would like to emphasize that, along with the solutions that have been developed in combination with accelerating the investment in repairing, upgrading, and building new power projects to prevent overloads to serve the summer, Phu Ly City Power Company continues to implement Document No. 1562/UBND-KT dated June 10, 2025 of the Provincial People's Committee on strengthening the drastic, synchronous, and effective implementation of solutions to ensure electricity supply during peak months of 2025. Accordingly, the unit focuses on many propaganda activities and effectively implements measures to provide safe and stable electricity to serve customers.
