Strong reforms in the field of immigration
On November 14, in Hanoi, the Immigration Department (A08, Ministry of Public Security ) organized a Direct Dialogue with agencies, organizations and people on administrative procedures in the field of immigration. This is an activity to implement Plan No. 9879/KH-A08-P1 dated October 31, 2025, continuing to implement Decision No. 3104/QD-BCA of the Minister of Public Security on the dialogue mechanism and settlement of administrative procedures.
Major General Nguyen Ba Tuan, Deputy Director of the Immigration Department, said that the goal of the dialogue is to promptly receive opinions and recommendations from agencies, organizations and citizens on the administrative procedure settlement process, thereby perfecting mechanisms and policies, creating a more transparent, public, democratic and favorable administrative environment for people and businesses.
"In previous years, we could easily see people lining up at immigration offices to get passports. But by 2025, that will have completely ended," Major General Nguyen Ba Tuan affirmed.
This result is the result of the process of promoting administrative reform associated with digital transformation that the immigration force has carried out over the past years. The Immigration Department has deployed a comprehensive online public service, allowing citizens to carry out most procedures for passport issuance, e-visa, APEC Business Travel Card (ABTC) issuance... right at home, through the online platform of the Ministry of Public Security.

98% of passport applications are processed online
According to a report by the Immigration Department, the rate of online passport applications in 2025 will reach 98%, significantly reducing congestion at application reception points, saving costs and travel time for people, while improving transparency and satisfaction in service.
However, Major General Nguyen Ba Tuan also frankly admitted: In the process of deploying digital platforms and reforming procedures, there are still some problems, technical errors and data processing that need to be completed. Department A08 has been urgently reviewing and adjusting business processes, and coordinating with technology units to upgrade the system, increase stability and security of citizen information.
"We always uphold the spirit of learning, listening and absorbing opinions from practice. All feedback and suggestions from people and organizations are received, classified and processed promptly to not only overcome limitations but also improve service quality," said Major General Nguyen Ba Tuan.
At the dialogue, representatives of businesses, diplomatic agencies and people raised many questions and recommendations on simplifying procedures for issuing electronic visas, issuing official passports, ABTC cards as well as suggesting improving communication skills and behavioral culture of officers and soldiers while performing their duties. All opinions were directly answered by representatives of the Immigration Department, and recorded for further research and adjustment of more appropriate business processes.

Take people's satisfaction as a measure of service
In his concluding remarks, Major General Nguyen Ba Tuan emphasized that the Immigration Department will continue to innovate service methods, strengthen training for officers and soldiers in digital skills, administrative skills and public service culture, and take people's satisfaction as a measure of work efficiency.
Department A08 will also closely coordinate with functional units of the Ministry of Public Security and relevant ministries and branches to propose perfecting immigration management policies in the new situation, in line with the process of national digital transformation and increasingly deep international integration.
"We respectfully acknowledge all comments and contributions, continue to research and propose solutions to remove difficulties, reform procedures more deeply, and move towards a service-oriented, modern, and people-friendly administration," Mr. Tuan emphasized.
At the end of the dialogue, representatives of agencies, organizations and people expressed their appreciation for the open-minded, democratic spirit of the immigration management force. The public reception of feedback and direct dialogue shows the real efforts of the Ministry of Public Security in building a service-oriented, transparent and effective administration, contributing to strengthening people's trust in the people's police force.
