Promote the dissemination and education of law for ethnic minorities

With many good and suitable methods, the dissemination and education of law (PBGDPL) for ethnic minorities in Quang Tri province has recently had many positive changes and achieved positive results. Thereby, contributing to promoting local socio-economic development, limiting the situation of complaints and lawsuits beyond the level, ensuring social order and safety, improving the intellectual level and legal awareness of the people, especially ethnic minorities.

Identifying the work of disseminating legal information to ethnic minorities as an important task, the Department of Justice advised the Provincial People's Committee to issue documents directing and managing the implementation of these tasks. At the same time, strengthen coordination with departments, branches, sectors, units and localities to develop plans and deploy appropriate forms of propaganda for each region and specific subjects. The highlight is the effective coordination and combination of the following projects: "Promoting the role of the People's Army in participating in legal information dissemination and education, mobilizing people to comply with the law at the grassroots level in the period of 2021-2027"; "Socializing legal information dissemination and education and legal aid"; "Improving the quality of legal information dissemination and education in schools". In localities, coordination in legal dissemination work is also focused on, notably: The Department of Justice of Huong Hoa district has coordinated with the Department of Education and Training, the District Party Committee to organize political and legal studies for teachers in the district to improve the quality and effectiveness of teaching and disseminating law to students at all levels...

Implementing Sub-project 1, Project 10 under the National Target Program on Socio -Economic Development of Ethnic Minorities and Mountainous Areas, period 2021-2024, the Department of Justice organized a training conference to foster professional skills in PBGDPL, distributed legal propaganda documents to ethnic minorities and mountainous areas in 13 communes of two mountainous districts of Huong Hoa and Dakrong. Communication to the grassroots in 3 communes of Huong Hoa and Dakrong districts (Ta Long, A Vao, A Doi) on the prevention of child marriage and incestuous marriage with 222 participants.

In coordination with the Dakrong District Justice Department, the Ta Long Commune People's Committee organized communication and propaganda, disseminated the law and signed a village covenant against child marriage and incestuous marriage. Advised the Provincial People's Committee to issue a plan to implement the project "Improving the capacity of grassroots mediators in the period 2024 - 2030" in Quang Tri province. To direct and implement the contents of the project, the Department organized 5 conferences to foster mediation skills, legal knowledge and mediation skills for nearly 420 grassroots mediators in Huong Hoa and Vinh Linh districts.

In addition, coordinate with central and local press agencies to propagate and disseminate laws directly to people in ethnic minority areas on the Vietnam - Laos border on the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term in the province; support gender equality activities; protect territorial sovereignty and national border security in the new situation; Law on Tourism associated with preserving the cultural values ​​of ethnic minorities in the mountainous areas of Quang Tri; Program "Support for the development of preschool education in disadvantaged areas for the period 2022 - 2030".

The Department provided free copies of 350 copies of the 2015 Penal Code to 350 mediation teams in Huong Hoa, Dakrong, Vinh Linh, Gio Linh, 819 copies of the 2024 Land Law to 819 mediators in Dakrong, Gio Linh, Huong Hoa and Vinh Linh districts, creating favorable conditions for mediators in remote, isolated and disadvantaged areas to look up legal documents to serve mediation work at the grassroots level.

The Provincial State Legal Aid Center organized 34 communication and legal consultation sessions on legal aid at the grassroots level and provided on-site consultation on 219 cases for people in need. Compiled and printed 950 legal aid handbooks to distribute to agencies conducting proceedings, litigants and at training conferences to improve legal aid knowledge. Compiled, printed and distributed 2,200 legal brochures and documents with content to communicate regulations on legal aid.

Through propaganda work, PBGDPL has contributed to raising legal awareness, creating a strong change in the sense of respect and voluntary compliance with the law of officials and people; the responsibility to self-study, learn the law, live and work according to the Constitution and the law is increasingly enhanced.

In particular, many localities, agencies and units have had good and creative ways of integrating conferences, briefings, meetings... to propagate and disseminate the law. Typically, the Provincial Border Guard Command has maintained and promoted the effectiveness of 5 models in border communes in the province, including: the "Ring the Golden Bell" model and the "QR-Code" model researched by Thuan Border Guard Station.

The model “One law a day” was researched by Lao Bao International Border Post. The model “Border loudspeaker” was researched by Ba Nang Border Post. The model “Key chain providing hotline phone number” was researched by Huong Lap Border Post. The models have contributed to improving the effectiveness of propaganda and dissemination work for many subjects, helping people grasp the Party's guidelines and policies, the State's policies and laws for implementation.

To improve the quality of legal dissemination work in ethnic minority and mountainous areas in the province, according to Deputy Director of the Department of Justice Dao Thi Binh, the Ministry of Justice needs to amend and supplement regulations on periodic allowances for legal reporters and propagandists. Priority policies should be given to using people who know ethnic minority languages, prestigious people in the community, village elders, village chiefs, dignitaries, and religious officials in ethnic minority areas to participate in legal dissemination work.

Separate regulations for legal reporters for people with disabilities and ethnic minorities who do not know or have difficulty using the common language to motivate and encourage this team to promote their role in legal dissemination and education. The Central Council for Coordinating Legal Dissemination and Education needs to pay more attention to training human resources.

There should be professional training programs, focusing on training and fostering in-depth legal knowledge and legal dissemination and education skills for full-time and part-time cadres, propagandists, mediators and teachers of civic education at schools, including in ethnic minority and mountainous areas.
