Promoting disbursement of public investment capital in 2025

According to the report of the Department of Finance on the implementation and disbursement of public investment capital, as of April 30, the capital payment results in Thai Nguyen province reached more than 2,305/7,968.87 billion VND, reaching 28.9% of the capital plan assigned by the province in 2025. On May 8, the Provincial People's Committee issued a document urging departments, branches, localities, and investors to improve their responsibilities and promote the disbursement of public investment capital in 2025.

Up to now, Phu Dong bridge of the Ring Road I Project (section Bo Dau, Phu Luong - Hoa Thuong, Dong Hy) Dong Hy urban bypass has completed over 20% of the volume.

Accordingly, there are currently 9 units that have not yet disbursed, including: Provincial Cooperative Union, Department of Construction, Department of Home Affairs, Department of Agriculture and Environment, Department of Culture, Sports and Tourism, Vo Nhai District Construction Investment Project Management Board, Thai Nguyen Urban Infrastructure Development and Drainage One Member Co., Ltd. 9 disbursement units achieved results lower than the average of the province, such as: Center for Rural Water Supply and Environmental Sanitation, Forestry Sub-Department, Thai Nguyen City Construction Investment Project Management Board...

The Provincial People's Committee directs the project group that is carrying out investment, construction and bidding procedures, assigning the Department of Construction to preside over and coordinate with relevant sectors to advise according to the direction of the Provincial People's Committee. For projects that are in the process of organizing the selection of construction contractors, such as: Project to renovate and embellish Cho Chu Prison relic (Dinh Hoa), Project to support the construction and maintenance of online product markets in ethnic minority and mountainous areas..., the Provincial People's Committee requests the Department of Culture, Sports and Tourism, the Provincial Cooperative Union to urgently carry out bidding, select contractors, and disburse funds according to regulations.

For the group of completed projects that are being finalized, the Provincial People's Committee assigns the Department of Finance to guide and coordinate with investors to carry out acceptance and finalization procedures according to regulations.

For projects under construction, compensation, and resettlement support, the Provincial People's Committee directs project management boards, investors, Thai Nguyen Electricity Company, and localities to focus on coordinating site clearance, increasing machinery, construction personnel, and overtime to speed up progress and ensure disbursement of the assigned capital plan. The Provincial People's Committee requests units and localities to seriously implement the regime of reporting the situation and results of public investment capital disbursement to the Department of Finance on a weekly basis.

According to Directive No. 04/CT-UBND dated February 7, 2025 and Directive No. 10/CT-UBND dated April 11, 2025 of the Provincial People's Committee, the target set by the Provincial People's Committee is that by June 30, 2025, transitional projects must disburse at least 60% of the capital plan, striving to reach 80% of the capital plan; newly started projects must disburse at least 50% of the capital plan, striving to reach 70% of the capital plan.
