At the end of March 2023, Ha Giang province hosted the third annual conference between the Provincial Party Secretaries of Ha Giang, Lao Cai, Lai Chau, Dien Bien (Vietnam) and the Yunnan Provincial Party Secretary (China).

The delegation of Vietnamese provinces was chaired by the Central Party Committee members: Dang Quoc Khanh - Secretary of Ha Giang Provincial Party Committee; Dang Xuan Phong - Secretary of Lao Cai Provincial Party Committee; Giang Pao My - Secretary of Lai Chau Provincial Party Committee; Tran Quoc Cuong - Secretary of Dien Bien Provincial Party Committee. On the side of Yunnan province, there was comrade Wang Ning - Central Committee member of the Communist Party of China, Secretary of Yunnan Provincial Party Committee.

This is the first time the annual conference has been held in person after two online meetings. This is also the first direct meeting and exchange between senior leaders of Vietnam's border provinces and Yunnan province after more than three years of interruption due to the COVID-19 pandemic, a new beginning of great significance for the two sides to restore and promote direct exchanges and cooperation in various fields, which are increasingly developing and becoming more substantial and effective. At the conference, all parties agreed that in 2023 and in the coming time, they will continue to thoroughly implement the common perceptions reached between senior leaders of the two Parties and the two States; maintain and promote, and maximize the mechanism of annual conferences between Provincial Party Secretaries and joint working group meetings between Vietnam's border provinces and Yunnan province.
In particular, the parties focus on implementing friendly exchange activities; enhancing economic, trade and investment cooperation; enhancing cooperation in border gate development and border trade economy; investing in convenient traffic connections; enhancing cooperation in border management and cross-border labor management; restoring cultural, sports and tourism exchanges and cooperation; continuing to promote the implementation of exchange and cooperation activities in industry, agriculture, forestry, science and technology, health, environmental protection, justice and finance.
The two sides agreed that it is necessary to continue to actively implement the motto of “Friendly neighbors, comprehensive cooperation, long-term stability, looking towards the future” and the spirit of “Good neighbors, good friends, good comrades, good partners”; and increase the organization of visits and contacts between leaders and mass organizations of the two sides.
Based on the contents exchanged, discussed and highly agreed upon, the parties signed the minutes of the third annual conference; signed the action plan for pilot cooperation on sustainable poverty reduction between the provinces, period 2023-2025./.
