Political Department of the Chemical Corps: Affirming the core role in advising and guiding party committees and branches

By the end of May, the Party Committees under the Chemical Corps Party Committee had basically completed organizing their Party Congresses. The Political Department Party Committee of the Chemical Corps is the last Party Committee to hold its Congress on June 5. 100% of the Party Committees successfully organized their Congresses.

Preliminary assessment of the Standing Committee of the Chemical Corps Party Committee shows that the Party Congresses are truly extensive political activities, properly implementing procedures, principles, directives and instructions from above, fully promoting democracy, intelligence and good quality. In particular, contributions to draft documents at all levels were tightly organized, of high quality and achieved the set goals. The election work was in accordance with regulations, ensuring publicity, democracy, intelligence and elected cadres and Party members with sufficient qualities and capacity to the Party Committee and delegates to attend the 10th Congress of the Chemical Corps Party Committee, term 2025-2030.

To achieve that result, first of all, it is the leadership and close direction of the Standing Committee of the Party Committee of the Chemical Corps. Along with that is the close and specific guidance and direction to each Party Committee and Party cell on the preparation and organization of the term congress of the Political Department of the Chemical Corps.

Determining that party congresses at all levels in the Chemical Corps Party Committee have a particularly important position, role and significance, deciding the completion of political tasks of agencies and units in particular, and the entire Corps in general, the Standing Committee and the Chemical Corps Party Committee have closely followed and fully and thoroughly grasped directives and regulations at all levels, especially Directive No. 2960-CT/QUTW dated July 18, 2024 of the Central Military Commission Standing Committee on party congresses at all levels in the Army Party Committee towards the 14th National Congress of the Party; Instruction No. 3039/HD-CT dated October 4, 2024 of the General Department of Politics of the Vietnam People's Army implementing Directive 2960 of the Central Military Commission Standing Committee; and the Party election regulations of the 13th Central Executive Committee. From there, the Standing Committee of the Chemical Corps Party Committee issued Directive No. 461-CT/DU dated September 16, 2024 on party congresses at all levels in the Chemical Corps Party Committee, towards the 14th National Congress of the Party.

With its role and function, the Political Department of the Chemical Corps has specified it into instructions for all Party Committees in the entire Corps to organize, disseminate and implement, in which it is recommended that Party Committees pay special attention to two important issues in preparation for the congress: preparing draft documents and preparing personnel for the congress, and electing the Party Committee for the new term.

Very early on, the Political Department of the Corps instructed the Party Committees and Party cells to do a good job of preparing documents for the Party Committee to submit to the Congress, including: Political report, review report of the Party Committee during the term and draft resolution of the Congress.

Accordingly, the "Political Report" must closely follow the actual situation of the agency and unit's tasks with the characteristics of the chemical army, closely follow the requirements and tasks in the new period; objectively and honestly evaluate; clarify the advantages and disadvantages in leadership and direction of the implementation of political tasks; build a comprehensively strong agency and unit that is a "typical model"; build a clean and strong Party Committee and Party cell; clearly point out the causes and draw lessons learned in the implementation process. The draft must also clearly define the direction, goals, targets, tasks, and leadership solutions for the next term with practicality and feasibility, not put forward in a general way without clearly stating whether they can be implemented or not. The draft also requires clearly identifying the breakthroughs in implementing key tasks, overcoming the weaknesses and weak points of the Party Committee and Party cell.

One of the unique ways of doing things of the Chemical Corps is that in the process of drafting the political report, the Party Committees at all levels direct the subordinate Party organizations, the Executive Committees of the mass organizations at the same level to organize conferences to contribute ideas to contribute to the construction of the political report to be submitted to the Party Congress and Party Cell. In particular, thoroughly grasp the new contents to build a modern Army and Corps, promote the noble values ​​of Uncle Ho's soldiers in the new situation; identify breakthroughs during the congress term to improve the quality of performing political tasks; build a clean and strong Party Committee (Party Cell) and build a comprehensively strong agency (unit) that is "exemplary and typical".

Regarding the review report of the Party Committee, the guidelines also require that the "Review Report" must be combative, promote the spirit of self-criticism and criticism with a serious, frank, sincere, open-minded and constructive attitude. Correctly assess the results of the dissemination and implementation of resolutions of higher levels and resolutions of the congress at one's own level; the leadership, direction, management, operation and organization of the implementation of tasks of agencies and units; the implementation of the principle of democratic centralism, the development and implementation of working regulations, regulations on leadership of key aspects of work; innovation in leadership style, etc.

After the Party Committees have completed the draft documents, the Political Bureau is the advisory body for the Standing Committee of the Party Committee of the Corps to develop a plan, approving the preparation work of each affiliated Party organization with the viewpoint that only those Party organizations that have fully, thoughtfully, and closely prepared in all aspects can organize the congress. Party organizations that have not yet met the requirements are required to supplement and clarify until they have fully ensured all the elements before organizing the congress. Opinions expressed and discussed in the congress on the documents must also ensure brevity, clarify the results of implementing key political tasks; clearly state the limitations, shortcomings, causes and responsibilities of the collective and individuals; propose main directions and solutions...

Regarding the Party Committee's personnel work, the Political Department has closely followed and fully and deeply grasped the above regulations and the Directive of the Party Committee of the Corps to guide party organizations in the entire Corps to implement and basically complete in the fourth quarter of 2024.

Accordingly, personnel work must ensure direct and comprehensive leadership of Party committees at all levels, in accordance with the Party's charter, regulations and rules; promote the role and responsibility of Party committees and cadres in charge according to regulations; ensure succession, innovation and development; promote and attach importance to quality, have reasonable quantity and structure, focus on agencies and units performing important tasks, in strategic and important areas. The new Party committee must be exemplary in political mettle, intelligence, qualities, ethics, lifestyle, capacity and prestige, truly be a center of solidarity, purity and strength, have high leadership capacity and fighting strength, meet the requirements and tasks in the new development stage to lead the successful implementation of Party congress resolutions at all levels and the Resolution of the 14th National Party Congress.

The process of personnel preparation and election must comply with the principles, regulations, and provisions of the Party and the State's laws, in conjunction with the planning of leaders and commanders at all levels; ensure synchronization, strictness, democracy, science , objectivity, impartiality, transparency, and accountability; ensure high solidarity and unity; properly implement the procedures for introducing personnel to the Party Committee, "doing it well, doing it well". Focus on discovering, selecting, and introducing personnel to join the Party Committee who are exemplary in quality, capacity, and other factors.

In preparation for congresses at all levels, the Political Bureau has instructed Party committees, Party cells, agencies and units to organize traditional education for cadres, Party members, union members, association members and soldiers; organize emulation campaigns to welcome the congresses of Party committees and Party cells at their level, in conjunction with celebrating the anniversaries of major national holidays. Agencies and units also promote visual propaganda, build environmental landscapes and works to welcome the congresses; coordinate with organizations and localities where troops are stationed to organize cultural and artistic exchange programs, sports, seminars, competitions, exhibitions of books, photos, museum artifacts, visits to museums, traditional houses..., organize film screenings, art performances with the theme of praising the Party, Uncle Ho, the Army... to serve soldiers and people in the stationed areas.

Before the Party Committees and Party Cells started to organize the congresses, the Political Department advised the Standing Committee of the Party Committee of the Corps to direct the previous congresses at each level of Party Cells and Party Committees...; after completing the previous congresses at each level, promptly draw experience and make general announcements throughout the Corps, and at the same time help the Standing Committee of the Party Committee of the Corps to direct the congresses of the remaining Party organizations. All problems and issues that arose were promptly resolved and resolved.

It can be affirmed that the congresses of Party committees and Party cells at all levels in the Chemical Corps Party Committee have basically been successful. These results are the result of the efforts of Party committees, Party cells, agencies and units and above all, the close, direct and timely leadership and direction of the Standing Committee and the Chemical Corps Party Committee, the guidance and support of agencies in the Corps, including the core role of the Political Department.
