Promoting the development of science, technology, innovation and digital transformation

On July 7, Comrade Hoang Quoc Khanh, Secretary of the Provincial Party Committee, Head of the Steering Committee for Science, Technology, Innovation and Digital Transformation of the province, chaired an online conference to review the work of the first 6 months of the year and deploy key tasks for the last 6 months of 2025. The conference was connected online to 75 communes and wards in the province.

Attending the conference were comrades: Lo Minh Hung, Standing Deputy Secretary of the Provincial Party Committee, Deputy Head of the Steering Committee; Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation; comrades of the Standing Committee of the Provincial Party Committee, members of the Steering Committee and representatives of departments, branches and sectors of the province.

In the first 6 months of the year, the Provincial Steering Committee for Science, Technology, Innovation and Digital Transformation issued operating regulations, assigned tasks to members, and established a Working Group to strictly implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. In particular, strengthening the inspection and supervision of the implementation of Resolution No. 57-NQ/TW for Party committees and organizations in the province; focusing on implementing tasks assigned by the Central Government and tasks according to the province's work plan and program.

Direct communes and wards to arrange headquarters, provide equipment, establish and operate the Public Administration Service Center at the commune level according to the new government model to serve people and businesses continuously; hand over security equipment for transmission channels, data and key security equipment to serve the 2-level local government to put into operation; install the Operating System software transferred by the Central Office to the Party Committees of communes and wards and the Document Management Operating System for government agencies.

Initially, communes and wards have proactively accessed the Handbook for implementing Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on science and technology development, innovation and digital transformation; proactively updated implementation information according to the training instructions on using the monitoring system for the implementation of Resolution No. 57-NQ/W and updated information daily on the website https://nq57.vn/; established zalo groups for the Standing Committee, Standing Committee, Standing Party Committee and People's Council Committees of communes and wards to facilitate the exchange of information.

The public administrative service centers of communes and wards basically have information technology infrastructure to serve their operations; make a list of requests for digital certificates for organizations and individuals to serve the operation and implementation of administrative procedures for the people.

Speaking at the conference, the Provincial Party Secretary requested Party committees, authorities, agencies and units to continue to thoroughly grasp and seriously implement Resolution No. 57-NQ/TW of the Politburo; focus on implementing the tasks assigned by the Central Government and the tasks according to the province's work plan and program in 2025. Assign the Provincial Party Committee and People's Committee to urgently direct the study of the action plan and guidance documents of the Standing Office of the Steering Committee to concretize them into the province's action plan, programs and projects according to regulations, in accordance with reality; strictly implement the reporting regime, provide accurate data to the Information System to monitor and evaluate the implementation. Promote connection and data sharing between databases and information systems; restructure administrative procedures, reuse information and data to provide convenient online public services for people and businesses.

Proactively develop and propose science, technology, innovation, and digital transformation tasks and projects with specific and feasible outputs and goals, avoiding dispersion and formality; prioritize digital transformation projects serving the operation of two-level local governments; promptly request relevant ministries, branches, and telecommunications corporations to invest in eliminating blank waves, low waves, and no Internet and continue to balance additional funding for the province to carry out digital transformation tasks; research and select breakthrough science and technology topics and tasks and accept them according to plan.

The Provincial Party Secretary also assigned the Party Secretaries and Chairmen of the People's Committees of communes and wards to urgently direct the establishment of a Technology and Professional Response Team, so that the commune level can be a "fortress" at the grassroots level, a place that directly serves the people, creates initial data and is the image of the government after the merger. Every day, it is necessary to check infrastructure and equipment, support people promptly, when incidents arise, it is necessary to report immediately for support, avoid making people wait for a long time; directly and regularly use the Information System for monitoring and evaluating the implementation of Resolution No. 57-NQ/TW as an essential tool in directing and operating to promptly detect bottlenecks and risks; be responsible for directing and urging to ensure the progress and quality of assigned tasks; consider the results of "greening" indicators on the system as an important measure to evaluate the capacity and work results of the leader.
