Recognizing that importance, Son La province has identified digital transformation as one of the key tasks and at the same time the main solution in socio-economic development.
As the agency in charge of advising the Provincial Party Committee and the Provincial People's Committee on digital transformation, in recent years, the Department of Information and Communications (now the Department of Science and Technology) has promoted the emulation movement, proactively guided, urged and closely coordinated with departments, branches, agencies and units in advising the province to implement the policies and guidelines of the Central Government, the Government and the province on digital transformation. Notably, it has advised the Provincial Party Committee Standing Committee and the Provincial People's Committee to promptly lead and direct the comprehensive promotion of transformation according to the direction of the Party, the Government, the central ministries and branches and in accordance with local practical conditions, especially advising the Provincial Party Committee Standing Committee to issue Resolution No. 17-NQ/TU dated August 31, 2021 on digital transformation of Son La province in the period of 2021-2025, with a vision to 2030...

In addition, advise the province to establish a Steering Committee of the Provincial Party Committee, a Steering Committee of the Provincial People's Committee, clearly assign tasks to each member, agency, and unit; regularly urge, guide, and inspect the implementation of plans at all levels and sectors; annually evaluate and rank digital transformation.
In the period of 2021-2025, digital transformation of Son La province was implemented synchronously and comprehensively in all aspects and achieved encouraging results, specifically: Activities to raise awareness and thinking for cadres, party members, soldiers, members and the whole society about digital transformation with many diverse forms such as conferences, seminars, forums, competitions, news articles, reports... creating a great spread, quickly reaching over 250,000 participants each year. Agencies and units include digital transformation criteria in the annual emulation and reward content, creating a strong driving force to promote implementation.

Digital government has clearly developed, 100% of conferences are held online; 100% of party agencies, state management agencies and authorized individuals have implemented digital signatures, over 96% of administrative documents are digitally signed and issued entirely in electronic form; The province's administrative procedure settlement information system connects, shares data and accesses via the National Public Service Portal, providing 2,154 administrative procedures, of which: 382 administrative procedures are fully online, 1,601 administrative procedures are partially online; the digitization rate of administrative procedure results is over 95%. Maintain shared digital platforms of the province, such as: Son La province's Intelligent Operation Monitoring Center (IOC) with data periodically updated from the province's departments and branches and connected to existing databases and information systems; The province's Open Data Portal has made public more than 625 data sets; The province's data integration and sharing platform has connected and shared with the national database on population, businesses, land, household registration...
Telecommunication infrastructure is focused on development, currently 97.25% of the population is covered by 4G; 10.14% of the population is covered by 5G; fiber optic internet reaches 100% of communes, wards and 80.03% of villages. Digital society is widespread, propaganda activities and popularization of community digital skills are widely deployed, helping people access and use digital services conveniently; models of "Smart Classrooms" and "Smart Hospitals" are deployed to create positive effects in the community.
The digital economy has gradually taken shape, with businesses, cooperatives, and business households actively applying digital technology in administration, e-commerce, and product traceability; a number of Son La's key agricultural products have appeared on major domestic and international e-commerce platforms; the percentage of adults with electronic payment accounts has reached over 90%; the percentage of people using digital applications has reached 66.76%;
In the digital transformation emulation movement, many collectives, individuals and typical advanced models have emerged, with initiatives and actions that bring efficiency in leadership, direction and organization of digital transformation implementation within the industry, field and locality. The Chairman of the Provincial People's Committee awarded certificates of merit to 12 collectives and 15 outstanding individuals.

In order for the digital transformation emulation movement to truly become an important driving force to promote the socio-economic development of Son La province, in the period of 2025-2030, it is necessary to focus on a number of key solutions: Continue to innovate leadership and direction, considering digital transformation as a central and consistent political task. Widely launch the "Comprehensive digital transformation" emulation movement associated with assessing the level of completion of professional tasks and annual socio-economic development goals of the province, of each agency, unit and enterprise.
Strengthen multimedia communication on effectiveness, good practices, and digital transformation models. Replicate good models and creative practices, creating a strong ripple effect in society. Promote the movement "Digital literacy for all", the movement "Learning on digital platforms". Promote the role of the Community Digital Transformation Team, popularize basic digital skills for people, especially in remote areas, ethnic minorities, and target groups such as the elderly, ensuring "No one is left behind" in the digital transformation process.

Digital transformation is not only an inevitable trend but also the "key" to open up new development space for Son La province.
