
In the context of the ongoing Fourth Industrial Revolution and the strong trend of globalization, digital transformation has become a crucial driving force for socio -economic development, enhancing state management capacity, improving people's quality of life, and strengthening the competitiveness of businesses. Recognizing this importance, Son La province has identified digital transformation as one of its key tasks and a primary solution for socio-economic development.
As the leading agency advising the Provincial Party Committee and the Provincial People's Committee on digital transformation, the Department of Information and Communications (now the Department of Science and Technology) has, over the years, promoted emulation movements, proactively guided, urged, and closely coordinated with departments, agencies, and units in advising the province on the implementation of policies and guidelines from the Central Government and the province on digital transformation. Notably, it has advised the Standing Committee of the Provincial Party Committee and the Provincial People's Committee to promptly lead and direct the comprehensive acceleration of digital transformation in accordance with the directives of the Party, the Government, central ministries and agencies, and in line with local conditions. In particular, it has advised the Standing Committee of the Provincial Party Committee to issue Resolution No. 17-NQ/TU dated August 31, 2021, on digital transformation in Son La province for the period 2021-2025, with a vision to 2030...

In addition, the committee advised the province to establish a Steering Committee of the Provincial Party Committee and a Steering Committee of the Provincial People's Committee, assigning clear tasks to each member, agency, and unit; regularly monitor, guide, and inspect the implementation of the plan by all levels and sectors; and annually evaluate and rank the digital transformation progress.
During the 2021-2025 period, Son La province's digital transformation was implemented synchronously and comprehensively across all aspects, achieving encouraging results. Specifically: Activities to raise awareness and thinking among officials, Party members, soldiers, association members, and the entire society about digital transformation were carried out through various forms such as conferences, seminars, forums, competitions, news articles, and documentaries, creating a large-scale impact and reaching over 250,000 participants annually. Agencies and units incorporated digital transformation criteria into their annual emulation and reward programs, creating a strong impetus for implementation.

Digital government has developed significantly, with 100% of conferences held online; 100% of Party organizations, State management agencies, and authorized individuals implementing digital signatures; over 96% of administrative documents are digitally signed and issued entirely in electronic form; the province's administrative procedure information system connects, shares data, and is accessed through the National Public Service Portal, providing 2,154 administrative procedures, including 382 fully online procedures and 1,601 partially online procedures; the digitization rate of administrative procedure results has reached over 95%. The province maintains shared digital platforms such as the Son La Provincial Intelligent Operations Center (IOC), with data regularly updated from provincial departments and agencies and connected to existing databases and information systems; the province's Open Data Portal has publicly released more than 625 data sets. The province's integrated data sharing platform has established connections and shared information with the national databases on population, businesses, land, civil registration, etc.
Telecommunications infrastructure has received significant attention and development guidance. Currently, 97.25% of the population is covered by 4G; 10.14% by 5G; and fiber optic internet reaches 100% of communes and wards, and 80.03% of villages. The digital society is spreading widely, and activities to promote and popularize digital skills in the community are being implemented extensively, helping people access and use digital services conveniently. Models such as "Smart Classroom" and "Smart Hospital" have been implemented, creating a positive impact in the community.
The digital economy is gradually taking shape, with businesses, cooperatives, and household businesses actively applying digital technology in management, e-commerce, and product traceability; some key agricultural products of Son La have appeared on major domestic and international e-commerce platforms; the percentage of adults with electronic payment accounts has reached over 90%; and the percentage of people using digital applications has reached 66.76%.
In the digital transformation emulation movement, many exemplary collectives, individuals, and advanced models have emerged, demonstrating effective initiatives and actions in leadership, guidance, and implementation of digital transformation within their respective sectors, fields, and localities. The Chairman of the Provincial People's Committee awarded certificates of merit to 12 outstanding collectives and 15 outstanding individuals.

To ensure that the digital transformation emulation movement truly becomes a crucial driving force for the socio-economic development of Son La province in the 2025-2030 period, several key solutions need to be focused on: Continuing to innovate leadership and guidance, considering digital transformation as a central and overarching political task. Launching a widespread emulation movement for "Comprehensive Digital Transformation" linked to evaluating the level of completion of professional tasks and the annual socio-economic development goals of the province, each agency, unit, and enterprise.
Enhance multimedia communication about the effectiveness, best practices, and models of digital transformation. Replicate successful models and innovative approaches, creating a strong ripple effect in society. Promote the "Digital Literacy Movement" and the "Learning on Digital Platforms" movement. Leverage the role of community-based digital transformation teams, popularizing basic digital skills for the people, especially in remote areas, among ethnic minorities, and for target groups such as the elderly, ensuring that "no one is left behind" in the digital transformation process.

Digital transformation is not only an inevitable trend but also the "key" to unlocking new development opportunities for Son La province. With the spirit of "Emulation is patriotism - Digital transformation is the driving force for development," we believe that, with the determination of the entire political system, the unity of the business community and the people, the digital transformation emulation movement in Son La province will continue to develop strongly, contributing to realizing the aspiration of building Son La into a rapidly and sustainably developing province!
