On the morning of August 13, at the Government headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired the National Conference to review the national target program on socio-economic development in ethnic minority and mountainous areas for the 2021-2025 period, and orient the content for the 2026-2030 period.

Co-chairing the Conference were Politburo member, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Politburo member, Permanent Deputy Prime Minister, Head of the Steering Committee for National Target Programs Nguyen Hoa Binh ; Party Central Committee member, Deputy Prime Minister, Deputy Head of the Steering Committee for National Target Programs Mai Van Chinh; Party Central Committee member, Vice Chairman of the National Assembly Vu Hong Thanh; Party Central Committee member, Minister of Ethnic Minorities and Religions Dao Ngoc Dung.

Attending at the Government bridge were comrades of the Party Central Committee; members of the Central Steering Committee for the national target programs for the period 2021-2025; representatives of leaders of central departments, ministries and branches; experts, scientists ; representatives of local leaders, Departments of Ethnic Minorities and Religions, state management agencies on ethnic and religious affairs of provinces and cities; collectives and individuals with outstanding achievements in implementing the national target program.

International guests attending the Conference included the United Nations Resident Coordinator in Vietnam, Pauline Tamesis; Ambassadors of China, Japan, and Thailand in Vietnam; Resident Representatives of the United Nations Development Programme (UNDP), the Food and Agriculture Organization of the United Nations (FAO), the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women); representatives of the United Nations Children's Fund (UNICEF), the United Nations Population Fund (UNFPA), the International Labor Organization (ILO), the World Bank (WB); and representatives of the Embassies of Laos, Cuba, Cambodia, the United States, Australia, Indonesia, India, and New Zealand.

With delegates attending at 34 connecting points in provinces and cities across the country.

Politburo member, Prime Minister Pham Minh Chinh delivered the opening speech at the Conference.

Speaking at the opening of the Conference, Prime Minister Pham Minh Chinh emphasized that implementing the National Target Program on Socio-Economic Development for Ethnic Minority and Mountainous Areas (Program 1719) is not only a responsibility and obligation but also a "command of the heart", demonstrating the deep affection and concern of the Party and State for people in the most difficult areas.

The Prime Minister requested that the conference look straight at the truth, seriously and objectively evaluate what has been done and what remains to find lessons for the coming period.

"We need to analyze the causes, evaluate and propose tasks and solutions to overcome them. Do better in the coming time," the Prime Minister directed.

Concerned about a fragmented, ineffective approach

This is the central content and the biggest concern shared by the Prime Minister. He frankly pointed out that the current implementation of the program still has many shortcomings: "Our approach is still too fragmented, divided, lacking concentration, focus, and key points."

The Prime Minister pointed out that the cumbersome organizational mechanism, with many levels and a lack of clear hierarchy, has inevitably led to low efficiency and is the root cause of slow disbursement. "Even though we have money, it cannot be disbursed because of our organization," the Prime Minister emphasized.

Overview of the Conference

Strong decentralization and delegation of authority - The "key" to solving the bottleneck

To thoroughly solve this problem, the Prime Minister requires a fundamental change in thinking, with the "key" being strong, clear, and transparent decentralization and delegation of power.

The Central Government needs to focus on macro tasks: promulgating mechanisms and policies, allocating overall resources to localities, and carrying out inspection, supervision, summarization, and model building.

The provincial level must take responsibility for general management, based on the actual situation to decide which specific fields and projects are effective to invest in.

The grassroots level (district, commune) is the unit directly responsible for implementation. "The people at the grassroots level, the people closest to the grassroots level, must be assigned to the grassroots level," the Prime Minister directed.

Decentralization must go hand in hand with resource allocation, strengthening implementation capacity and promoting responsibility at each level, ending the state of waiting and dependence.

Building a sustainable value chain and the spirit of "Doing one thing at a time"

In addition to innovation in mechanisms, the Prime Minister also suggested directions for sustainable economic development through building a comprehensive value chain for local specialty products, including 6 factors: brand building, planting area planning, application of science and technology, business linkage, credit capital mobilization and production linkage organization.

In particular, he requires a decisive working spirit, "doing each job thoroughly and thoroughly", with focus and key points.
