
Conference in response to National Digital Transformation Day.
Attending the conference were: Mr. Ha Trung Chien, Member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee of To Hieu Ward; Mr. Nguyen Minh Tien, Vice Chairman of the Provincial People's Committee; and leaders of provincial departments and agencies. The conference was held online, connecting to communes and wards throughout the province.

After nine months of implementing Resolution 57-NQ/TW of the Politburo and four years of implementing Resolution 17-NQ/TU of the Provincial Party Committee, the province's digital transformation efforts have achieved many positive results. The province has promptly disseminated, concretized, institutionalized, and issued a comprehensive set of programs and plans for implementing digital transformation throughout the province, creating a clear direction and roadmap for digital transformation for each year and for the entire period up to 2030.

Awareness of digital transformation among Party committees, government agencies, officials, Party members, civil servants, businesses, and the people of the province has significantly improved, mobilizing the participation of many sectors and groups in accordance with the motto "all people, comprehensive." The province focuses on building a digital government on the foundation of e-government, contributing to the modernization of the administrative system and creating a transparent investment and business environment. The provincial e-portal and the websites of agencies and units continue to be upgraded and standardized to better serve the information access needs of citizens and businesses. The direction, management, and operation of government at all levels have been carried out in a digital environment, including: 100% of conferences are held online using paperless meeting software; over 97% of administrative documents are digitally signed and issued entirely in electronic form; The province's administrative procedure processing information system has connected to the National Public Service Portal, the National Population Database, and the information systems of ministries and agencies; the rate of administrative procedure applications received online has reached over 90%.

The digital economy has undergone significant changes, with the proportion of added value from the digital economy in the province's GRDP increasing year by year: 5.74% in 2021, 6.42% in 2022, 6.85% in 2023, and 6.76% in 2024. Over 97% of businesses are filing taxes online; private enterprises and household businesses have applied information technology in production management, product quality, online sales, inventory management in supermarkets and stores, and market development.
Effectively implementing programs and projects related to the digital society. The percentage of villages covered by 4G mobile broadband reached 96.26%; over 680,000 people in Son La have successfully activated their VNeID electronic identity accounts at levels 1 and 2, gradually becoming positive participants in the province's digital transformation process. The emulation movement to implement digital transformation in the province during the 2021-2025 period has been widely launched and implemented in all agencies, units, and localities throughout the province. 100% of provincial departments and agencies have completed 6 out of 8 targets for developing digital government…

Also during the Conference, the Provincial People's Committee and the Provincial Steering Committee 1287 launched the "Son La Emulation Movement for Innovation and Digital Transformation" for the period 2025-2030. They announced and introduced the Son La Provincial Digital Government Architecture Framework, version 4.0. They also launched the Son La Emulation Movement for Innovation and Digital Transformation and inaugurated the "Digital Portal for Popular Education" of Son La province.
In recognition of their achievements, the Provincial People's Committee awarded Certificates of Commendation to 3 collectives and 5 individuals for their outstanding achievements in the digital transformation emulation movement in the province during the 2021-2025 period.

Speaking at the conference, Mr. Nguyen Dinh Viet, Chairman of the Provincial People's Committee, emphasized: Digital transformation, administrative reform, scientific and technological development, and innovation are important pillars contributing to improving the effectiveness and efficiency of state management, creating new impetus for the socio-economic development of Son La province in the coming period. He requested that members of the Steering Committee and leaders of departments, sectors, and localities urgently review assigned tasks and targets; assess and analyze potential uncompleted tasks, clarify the causes, and propose solutions for improvement in the fourth quarter of 2025 and the subsequent period. Heads of agencies, units, and localities should launch and actively participate in the "Son La Emulation Movement for Innovation and Digital Transformation," proactively engaging in "Digital Learning" and "Digital Literacy for the People" movements, promoting learning on digital platforms to continuously improve digital awareness, skills, and capabilities, contributing to the comprehensive promotion of innovation and digital transformation in the province. At the same time, the standing agencies and heads of the working groups of the Steering Committee are tasked with, based on the review and assessment results of each sector, proactively organizing thematic meetings, discussing, advising, and proposing solutions to overcome difficulties and limitations, and promptly reporting to the Steering Committee for consideration and guidance by the province.
