Speaking at the opening of the Congress, comrade Nguyen Dinh Viet, Chairman of the Provincial People's Committee, emphasized: Looking back over the past 5 years, emulation and reward work has had many positive changes, emulation movements have spread widely and become widespread mass movements. The infrastructure system received investment attention, the appearance from urban to rural areas has improved; health care for the people was focused; social security was ensured, people's lives were improved, the work of eliminating temporary and dilapidated houses was completed, and sustainable poverty reduction was promoted.

Political and social stability; national defense and security are ensured, national border sovereignty is maintained; foreign affairs activities are strengthened, enhanced and expanded. Party building and consolidation of the political system have achieved many positive results, effectively implementing organizational and personnel work, perfecting the arrangement of the state administrative apparatus of the political system in a synchronous, streamlined, effective and efficient manner to meet the requirements and tasks in the current development stage of the country.

Party committees at all levels, authorities, Fatherland Front, socio-political organizations, localities and units of the province have thoroughly grasped and promptly and effectively implemented the Party and State's directive documents on emulation and reward work associated with "Studying and following Ho Chi Minh's ideology, morality and lifestyle".

By July 1, the whole province had 74 communes meeting new rural standards; 11 communes meeting advanced new rural standards. Son La province completed the work of eliminating temporary and dilapidated houses in the province 5 months ahead of the Government's Steering Committee. During the term, it supported the elimination of 12,375 temporary and dilapidated houses with a budget of 612.330 billion VND, of which socialized funding was 515.872 billion VND, accounting for 84.25%.

The value of imported goods in the period 2021 - 2025 is estimated at 95.91 million USD. 17 agricultural products of the province participate in export to the markets of 21 countries/territories, gradually building prestige and brand in the domestic and foreign markets.

The infrastructure system has received investment attention, the appearance from urban to rural areas has improved a lot; the target of 100% of communes having paved roads to the center has been achieved. Health care for the people has been focused on; social security has been ensured, people's lives have been improved, and sustainable poverty reduction has been promoted.

Focusing on the grassroots level, increasing commendation for workers directly involved in production and work, collectives and individuals living and working in remote, border and particularly difficult areas. In the period of 2020 - 2025, the whole province has 463 collectives and individuals commended at the State level; 19,288 collectives and individuals commended at the provincial level.

Entering the 2025-2030 period, emulation and reward work continues to be placed in the central position, aiming for strong, substantial, professional and widespread innovation.
