Promote automatic payment of service expenses through the State Treasury

BHG - Continuing to carry out administrative reform and modernize the State Treasury system towards transparency, openness and simplification of administrative procedures, improving the quality of customer service, in line with the State Treasury development strategy to 2030, aiming for the State Treasury to become a 3-no treasury "No cash transactions, no direct customer transactions and no paper documents". From October 1, 2021, the implementation of cashless collection and expenditure has been deployed by the Ha Giang State Treasury throughout the province, and is considered one of the first and successful implementation units in the State Treasury system; 100% of budget-using units (SDNS) participate in transactions with the State Treasury through the online public service portal (DVCTT), the rate of electronic documents reaching 99.8%.

The highlight of the 2023 State Treasury system is the widespread implementation of the automatic payment program for electricity, water, internet, and telecommunications services according to the authorization documents of the SDNS unit. This is also the first step for proactive and automatic payment methods in the future, contributing to promoting administrative reform of the State Treasury system. Accordingly, based on the monthly service usage list according to the actual usage invoices sent by Vietinbank and VNPT - Vinaphone, the State Treasury controls according to regulations, if there is enough balance, the State Treasury automatically deducts money from the SDNS unit's account to pay the service provider. After making the payment, the State Treasury sends a debt notice to the SDNS unit. In case the account expires or there is not enough balance, the State Treasury sends a notice of automatic payment results to the SDNS unit. When performing this process, the SDNS unit only needs to access the State Treasury's online public service portal to register a file authorizing the State Treasury to pay for service expenses; look up service provider invoices; look up State Treasury's notifications...

The State Treasury system for automatic payment of service expenses is a step forward in administrative reform and application of modern information technology, helping to increase convenience and create favorable conditions for SDNS units. During the implementation process, the Provincial State Treasury has systematically and synchronously deployed from policies to implementation methods in accordance with the direction of the Central Government and regulations in Decision No. 2286/QD-KBNN on promulgating the automatic payment process for service expenses according to the authorization document of the SDNS unit; promoted propaganda about the benefits of authorizing automatic payment of service expenses; provided documents for SDNS units at the State Treasury's Electronic Information Portal https://vst.mof.gov.vn in the section: State Treasury Public Services/ General Information on DVC/ Data Exchange Portal - User Manual - List of suppliers...

To control these expenses before implementing the program, every month, SDNS units must prepare documents to send to the State Treasury to pay for electricity, water, internet, and telecommunication services sent to the State Treasury. Since the units have authorized automatic payment of these service expenses to the State Treasury, every month the units do not have to send payment documents for these expenses through the State Treasury's online public service system. Accordingly, the SDNS unit's accountants save time in processing work, instead of having to prepare documents for electricity, water, and telecommunication services every month and go through many steps of signing, approving, paying, entering, etc., now based on the service usage list sent by the service provider, the provincial State Treasury receives and automatically deducts the unit's account to pay the service provider, and at the same time sends a notification to the unit according to the prescribed process; creating favorable conditions for SDNS units in terms of time and reducing costs, avoiding confusion. The program also contributes to reducing time and pressure in processing payment documents in the State Treasury's business operations. When making automatic payments, all issues related to the payment process are specific, clear and transparent. By the end of July 2023, the whole province has more than 30 provincial SDNS units and more than 350 district SDNS units implementing automatic payment of electricity, water and telecommunications service expenses through the State Treasury, striving to have 100% of SDNS units implementing automatic payment of service expenses through the State Treasury by the end of 2023. This is an important foundation for the State Treasury of Ha Giang to be determined, together with the State Treasury system, to successfully implement the development strategy until 2030 according to Decision No. 455/QD-TTg, forming a digital treasury.
