Strengthening communication to prevent prostitution and human trafficking

Faced with increasingly sophisticated transformations of prostitution, especially in disguised forms through technology platforms and social networks, Tay Ninh province has chosen a proactive, practical and synchronous approach in prevention and control work.

The Department of Health closely coordinates with departments, branches and organizations to promote legal dissemination and improve community prevention capacity, especially targeting women, children and adolescents, vulnerable groups.

From the beginning of 2025, the Department of Health issued a plan to coordinate the dissemination and popularization of laws on the prevention and combat of prostitution, human trafficking and child abuse with the participation of the Provincial Women's Union, the Department of Justice, and the Departmentof Education and Training. The assignment of responsibilities for implementation according to specific target groups helps to promote the effectiveness of each dissemination system. Funding is allocated transparently, linked to clear communication products, avoiding dispersion and formality.

Within the framework of the program in coordination with the Provincial Women's Union, 5 live communication sessions were held in key areas including Tan Chau, Chau Thanh, Ben Cau, Tan Bien districts and Trang Bang town; attracting over 300 participants, mostly women members and people in border areas.

The media content not only disseminates legal documents such as the 2003 Ordinance on Prostitution Prevention and Control, Decree No. 178/2004/ND-CP detailing the implementation of a number of articles of the Ordinance on Prostitution Prevention and Control, but also analyzes the serious consequences of prostitution on health, dignity and stability of families and communities. Thereby, people not only understand the law but also raise awareness and proactively cooperate with authorities in detecting and denouncing violations.

Sharing after the media session, Ms. Nguyen Thi Hen, residing in Bau Tep hamlet, Tien Thuan commune, Ben Cau district, said: "Until now, I always thought prostitution was a trivial matter, unrelated to me.

But after the media session, listening to the reporter explain each legal regulation clearly, then telling real stories that happened recently, I was startled. It turns out that I also have a role in detecting and reporting when I see unusual things. From now on, I will pay more attention, no longer be indifferent like before."

Along with the live communication sessions, the Provincial Women's Union also deployed 130 banners along densely populated roads, with short, easy-to-understand and intuitive slogans. This approach contributes to conveying legal messages in a close, natural and accessible way.

High school students were also included in the focus of communication activities. The Department of Education and Training organized 10 communication sessions at schools in the province, attracting about 1,000 students to participate.

The content focuses on disseminating the Law on Prevention and Control of Human Trafficking, the Ordinance on Prevention and Control of Prostitution and related regulations, while analyzing the negative impacts of this social evil on individuals, families and society.

In addition, 80 propaganda banners were hung in schools, and communication content was integrated into the curriculum and extracurricular activities, helping students access information proactively and long-term.

A bright spot in 2025 was a series of communication activities led by the Department of Health in border communes, where human trafficking criminals often take advantage of rugged terrain and uneven population levels to operate. About 800 people participated in communication sessions here.

Media content focuses on common tricks such as illegal labor enticement, disguised marriage brokerage, fake recruitment via social networks... to help people identify and prevent effectively.

Ms. Dang Thi Phuong, Hoa Dong A hamlet, Hoa Hiep commune, Tan Bien district shared: “Hearing the police officer speak, I just realized that scammers are now using many sophisticated tricks; pretending to recruit, promising easy jobs with high salaries, which seem harmless but are actually dangerous. The victims are all strangers, sometimes they are acquaintances. I think such propaganda is very necessary, it should be done regularly so that everyone knows to avoid it.”

In addition, the Department of Health continued to implement communication in 10 other high schools, with the participation of about 1,000 students, focusing on groups of students who are class officers, students who are active in the Youth Union and Young Pioneers movements and have good communication skills. The popular content revolves around the Law on Prevention and Control of Human Trafficking, prevention skills, and responsibilities of individuals, families and schools.

Le Gia Quoc, class 10C3, Nguyen Thai Binh High School, Duong Minh Chau District shared: “The communication session helped me to learn many things. Before, I thought that human trafficking or prostitution only happened somewhere far away, and that students were not involved.

But after the media session, I understood that we can also become victims if we are not careful, especially when using social networks. Tricks such as job recruitment, online dating and then luring people to go somewhere, seem harmless but are actually very dangerous. Thanks to the media session, I know how to be more cautious and will share with my friends so that everyone is vigilant."

Not only focusing on prostitution and human trafficking, Tay Ninh's health sector also pays special attention to preventing and combating child abuse, an increasingly pressing issue.

With the motto "Prevention is key, communication is the lever", in the first 6 months of 2025, the health sector organized 20 communication sessions at 20 secondary schools, attracting about 2,000 students. The communication sessions combined thematic talks and distributed 20,000 colorful leaflets with vivid and easy-to-understand content, providing legal knowledge about children's rights, self-defense skills, how to recognize signs of abuse and reporting procedures.

At the same time, the health sector builds a network of collaborators at the grassroots level, including medical staff, teachers, social workers, and organizations, to detect early, intervene, and provide timely support for risky situations. This is a practical and sustainable solution, contributing to the formation of a comprehensive support ecosystem, with children at the center.

Along with direct activities, the compilation of propaganda materials is also focused on. The Department of Justice published 500 copies of a special edition to propagate the law on prostitution prevention and control, synthesizing legal regulations such as the Ordinance on Prostitution Prevention and Control; Law on HIV/AIDS Prevention and Control; Law on Drug Prevention and Control; Law on Human Trafficking Prevention and Control; Penal Code, etc.

The special issue is presented scientifically, using popular, accessible language, suitable for both grassroots officials and people in the process of research, study and practical application.

In addition, the Department of Health also coordinated with Tay Ninh Newspaper to implement 8 special pages to propagate the prevention and control of prostitution in 2025. The content of the special pages focuses on disseminating the Party's guidelines and policies and the State's laws; the responsibilities of agencies, organizations, individuals and the community in preventing, detecting and supporting prostitutes. This activity has made an important contribution to raising public awareness, gradually building a healthy, civilized and safe social environment, free of prostitution.

With a comprehensive, practical and people-centered approach, the dissemination of laws on the prevention and combat of prostitution, human trafficking and child abuse in Tay Ninh is recording many positive changes. People's awareness is raised, local authorities promote a proactive role, and the community joins in protecting the vulnerable and preserving ethical and humane values ​​in society.
