Regarding the topic from the era of independence and freedom to the era of the Vietnamese people's rise in the new era, delegates were thoroughly informed of the following contents: Characteristics of the new era; scientific basis and principles of the era; the goal of the Vietnamese people's rise in the new era. The Party and State clearly recognized the potential and development opportunities of the country. The 13th National Congress of the Party set the goal of turning Vietnam into a developed, high-income country by 2045. To achieve this goal, Vietnam needs to complete industrialization, build advanced industrial production, develop a modern, civilized society and increase per capita income - the basic criteria of a developed country according to international standards.

Strengthening the protection of the Party's ideological foundation; fighting and preventing bad, toxic information, wrong, hostile views, distorting Marxism-Leninism, Ho Chi Minh thought, the Party's guidelines and policies, the State's laws and policies, the cause of national renewal, dividing and undermining the great national unity bloc. Strongly propagating the drastic implementation of tasks and solutions for Party building, economic development, culture, society, national defense, security, and foreign affairs in 2025 and the following years; reflecting the determination of leadership and direction of Party committees and authorities at all levels in implementing socio-economic development tasks in ministries, branches and localities; encouraging cadres, party members and people to promote the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, national pride", solidarity, trust, and efforts to successfully implement the goals and tasks of socio-economic development for the 5 years (2021 - 2025), creating a solid foundation for building and implementing the socio-economic development plan for the next 5 years (2026 - 2030), contributing to the successful organization of party congresses at all levels for the 2025 - 2030 term and the 14th National Party Congress. Foreign information on the achievements of the cause of national innovation, development, and deep international integration of the country; strengthening Vietnam's foreign relations with partners; promoting the image of a peaceful, cooperative and developing Vietnam; information and propaganda to protect national territorial sovereignty, democracy and human rights; thereby creating consensus and support from all walks of life at home and abroad, and cooperation and support from international friends for the cause of building and defending the socialist Vietnamese Fatherland. Successfully implementing the Resolution of the 13th National Party Congress is the highest goal of the entire Party, people and army in 2025. This task requires all levels and sectors from the central to local levels to carry out with the highest determination, greatest efforts, drastic actions, with a focus and key points with the most practical and effective solutions; focusing all resources and measures, striving to achieve and exceed the set goals. The personnel work of the 14th Party Central Committee is an important task; it is the "key" of the "keys", and has a decisive significance for the successful implementation of the Party's policies and guidelines to bring the country into a new era.
