Accelerating digital transformation, forming and developing a smart tourism ecosystem in Vietnam

On July 31, 2025, at the Government Headquarters, Deputy Prime Minister Mai Van Chinh chaired a meeting of the State Steering Committee on Tourism to hear a report on the tourism development situation in recent times.

Attending the meeting were Minister of Culture, Sports and Tourism Nguyen Van Hung, Deputy Head of the Steering Committee; representatives of leaders of the Ministries of Culture, Sports and Tourism; Construction; Education and Training; Science and Technology and the Government Office ; representatives of the Ministries that are member agencies of the Steering Committee: Public Security; National Defense; Home Affairs; Foreign Affairs; Finance; Agriculture and Environment.

After listening to the report of the Ministry of Culture, Sports and Tourism and the opinions of the delegates attending the meeting, Deputy Prime Minister Mai Van Chinh, Head of the Steering Committee, concluded as follows:

Acknowledge, commend and appreciate the Ministry of Culture, Sports and Tourism and the Government Office for proactively and actively preparing documents and reports for the meeting. Welcome and acknowledge the frank, dedicated, responsible and practical comments of the members of the Steering Committee and representatives of the member agencies of the Steering Committee.

The Steering Committee basically agrees with the content of the report presented by the Ministry of Culture, Sports and Tourism. Assign the Government Office and the Ministry of Culture, Sports and Tourism to fully absorb comments to complete the report and draft Notice of the meeting conclusion, to promulgate and unify the implementation.

The Deputy Prime Minister assigned the Ministry of Culture, Sports and Tourism to preside over and coordinate with ministries, agencies and localities to focus on implementing well the tasks and solutions set out in the Resolutions of the Party, the Government and the direction of the Prime Minister, in which the following key contents should be noted:

Continue to strongly innovate thinking, raise comprehensive and profound awareness of the role and position of the tourism industry; reposition the national tourism brand in a systematic and professional manner; clearly identify the potential, outstanding opportunities and competitive advantages of Vietnamese tourism to effectively exploit on the basis of political stability, safety, unique cultural and historical values and diverse natural resources.

Preside over and urge the drastic and effective implementation of tasks and solutions related to tourism development in the Resolutions of the Central Committee and the Politburo, especially Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation; Resolution No. 66-NQ/TW dated January 24, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development.

Bring tourism development to new heights, truly becoming a spearhead economic sector

Focus on effectively implementing the Resolutions of the Politburo, the Government, and the Directive of the Prime Minister on comprehensive, rapid and sustainable tourism development in the coming time: Resolution No. 08-NQ/TW dated January 16, 2017 of the Politburo on developing tourism into a spearhead economic sector; Resolution No. 82/NQ-CP dated May 18, 2023 of the Government on key tasks and solutions to accelerate recovery and accelerate effective and sustainable tourism development; Directive No. 08/CT-TTg dated February 23, 2024 of the Prime Minister on comprehensive, rapid and sustainable tourism development in the coming time and Official Dispatch No. 34/CD-TTg dated April 10, 2025 of the Prime Minister on promoting tourism development; ensuring double-digit economic growth; Restructure the tourist market, expand potential markets with high spending and long-term stays; strengthen forecasting, market research and training of high-quality human resources.

Urgently review and advise on perfecting institutions, policies and laws on tourism, focusing on amending and supplementing the 2017 Law on Tourism and guiding documents to suit the requirements and practical situation in the new period.

Thoroughly grasp the viewpoint of taking people as the subject, businesses as the driving force and tourists as the center, directing all policies and activities towards creating the best products, services and experiences for tourists, ensuring harmony of interests between the State, businesses and people.

Resolutely innovate state management methods from central to local levels, promote digital transformation, build a smart tourism ecosystem, and provide transparent information about destinations on digital platforms.

The Ministry of Culture, Sports and Tourism - the standing agency of the Steering Committee - shall preside over and coordinate with relevant ministries, agencies and members of the Steering Committee to urgently review, complete and submit to the Head of the Steering Committee to promulgate the Working Regulations and operation plan of the Steering Committee before August 15, 2025.

The Ministry of Foreign Affairs continues to direct Vietnamese representative agencies abroad to actively and proactively coordinate with the Ministry of Culture, Sports and Tourism to organize propaganda and promotion activities for Vietnamese culture and tourism in host countries; advise the Government to consider expanding visa exemption for a number of potential tourist markets, in accordance with the spirit of Resolution No. 44/NQ-CP dated March 7, 2025 of the Government on visa exemption policy for citizens of 12 countries.

The Ministry of Industry and Trade focuses on directing the integration of promoting the brand and image of Vietnamese tourism in trade promotion programs chaired by the Ministry at home and abroad, linking trade promotion with tourism promotion.

The Ministry of Science and Technology presides over and coordinates with the Ministry of Culture, Sports and Tourism to accelerate the digital transformation process, form and develop a smart tourism ecosystem in Vietnam, contributing to creating breakthroughs to help the tourism industry open up a new, more sustainable direction.

The Ministry of Agriculture and Environment presides over and coordinates with the Ministry of Culture, Sports and Tourism to focus on effectively implementing the Coordination Program in developing effective and sustainable agricultural and rural tourism for the 2024 - 2030 period.

The Ministries of Construction; Finance; Public Security and relevant ministries and agencies closely coordinate with the Ministry of Culture, Sports and Tourism to continue reviewing, mobilizing and effectively using resources for tourism development; research, advise and propose to the Government and the Prime Minister on mechanisms and solutions for investment in tourism infrastructure development, encourage private enterprises to invest in the system of airports, ports and large-scale tourist transport vehicles to promote effective, fast and sustainable tourism development.

Regarding proposals and recommendations at the meeting: Assign the Ministry of Culture, Sports and Tourism to preside over and coordinate with relevant agencies according to assigned functions and tasks to study and promptly handle within its authority; promptly report and propose to competent authorities on issues beyond its authority.

The People's Committees of provinces and centrally run cities focus on resolutely and effectively implementing the assigned tasks and solutions; proactively cooperate closely, promote the formation of regional linkages, build brands; strengthen public-private partnerships to mobilize socialized resources for tourism development; promptly report and propose to competent authorities on issues beyond their authority.
