Speeding up the progress of the power transmission project cluster to serve the import of electricity from Laos

(Chinhphu.vn) - The 220kV Tuong Duong – Do Luong transmission line project and the 220kV Do Luong – Nam Cam transmission line project are very important projects to ensure electricity supply for Nghe An province and serve electricity import from Laos. Currently, the project is being accelerated.

Project has potential land problems

The 220kV Tuong Duong - Do Luong line is built in the districts of Tuong Duong, Con Cuong, Anh Son, Thanh Chuong and Do Luong of Nghe An province. The project is over 80 km long, including 2 circuits, starting from the 220kV Tuong Duong transformer station and ending at the 220kV Do Luong transformer station.

Up to now, localities of Nghe An province have handed over 186/191 foundation locations, handed over 75/191 corridor column spaces. The excavation and casting of foundations for 178 locations, the erection of 167 column locations, and the pulling of wires for 13/57 anchorage spaces have been completed.

Currently, the project is facing some difficulties in site clearance in some districts of Nghe An province that need to be resolved soon.

The 220kV Do Luong - Nam Cam transmission line passes through the districts of Do Luong, Nghi Loc and Hung Nguyen of Nghe An province. The project has a scale of building 2 circuits of 220kV transmission lines from the 220kV Do Luong substation to the 220kV Nam Cam substation with a length of about 37 km.

The bay extension at Do Luong 220kV Substation installs equipment for 2 220kV bays in Do Luong 220kV Substation (existing) and connects the information system for the Do Luong - Nam Cam 220kV Line.

Up to now, the site has been mobilized to construct 90/106 foundation positions, 73/106 corridor column intervals and is continuing to mobilize for handover of the corridor. Regarding construction progress, up to now, the project has completed digging and casting 82 foundation positions, erected 25 columns, and is constructing 4 positions.

Currently, of the 16 locations that have not yet been handed over, 10 locations overlap with the 110kV line and 06 locations are protective forest land, which are obstacles to the project's progress.

The leader of the Central Power Project Management Board (CPMB), the unit assigned to manage and operate the project, said: Regarding the overall progress, this project cluster is currently following the set schedule, and contractors at the construction site are also mobilizing maximum forces for construction.

However, the biggest challenge of this project so far is the site clearance work under local authority.

In particular, for the 220kV Tuong Duong - Do Luong transmission line project, CPMB proposed that Nghe An province direct Con Cuong, Anh Son, Thanh Chuong, and Do Luong districts to complete the dossier to approve the compensation plan and pay people to hand over the site and complete the foundation before June 15, 2025.

For the 220kV Do Luong - Nam Cam transmission line project, CPMB continues to coordinate with the BT-GPMB council and the People's Committees of related communes to organize meetings with households and organizations whose land and assets are affected by the project to disseminate investment policies, compensation policies, and support for GPMB to implement the project; complete the land origin report for households, and continue to mobilize households to receive money to hand over the site to the construction unit.

Efforts to bring the project to the finish line soon

At the recent site inspection, EVNNPT General Director Pham Le Phu acknowledged and highly appreciated CPMB and the units participating in the project for their great efforts to speed up the construction progress right after the project started. Up to now, the project progress is closely following the Corporation's operational goals.

Emphasizing the importance of these transmission projects to release capacity from the Nam Mo hydropower plant cluster in Laos, My Ly Hydropower Plant, Nam Mo 1 and small and medium hydropower plants in the region through the 220kV Tuong Duong substation into the national power system.

According to the General Director of EVNNPT, the project helps increase the reliability of power supply for the growing load in Nghe An province and connect the power grid in the region.

At the same time, it meets the electricity demand for loads in the Central region, where some important existing and future industrial loads of Nghe An province are concentrated, contributing to promoting the socio -economic development of Nghe An province.

EVNNPT General Director requested CPMB to closely coordinate with relevant departments, branches and localities of Nghe An province to promptly remove obstacles in land clearance. Closely coordinate with local authorities, political organizations, parishes and dioceses in the area to propagate to households at location 169 by Catholic families of Bot Da parish, Da Son commune, Do Luong district to agree with the project.

In cases where the calculation is correct and complete according to regulations, including compensation for construction, but households still do not cooperate, obstruct, etc., CPMB needs to recommend the People's Committee of Nghe An province and Do Luong district to have drastic solutions to hand over the site according to plan.

For construction units, EVNNPT General Director requested units to add construction personnel to simultaneously dig and cast foundations, install poles and deploy wire pulling, and continue to coordinate with CPMB to mobilize handover of foundation sites for construction.

EVNNPT leaders also requested CPMB to continue coordinating with local departments of Nghe An province in converting forest use purposes to ensure project progress.

At the same time, the contractors supplying steel columns are required to urgently transport them to the construction site to ensure synchronous progress. After the foundation is cast, the columns can be erected immediately, striving to complete the two projects according to the set plan.
