National Assembly Delegate of Bac Kan proposed to have more preferential policies for women in the draft Law on Employment (amended)

Comrade Ha Sy Huan, Provincial Party Committee member, Deputy Head of the National Assembly Delegation of Bac Kan province, gave comments on the draft Law on Employment (amended).

The draft Law on Employment (amended) submitted to the National Assembly at this session has fundamentally and comprehensively amended the provisions of the current Law on Employment on the labor market information system, improving the quality of employment services; labor registration in the new situation; developing vocational skills, improving the quality of human resources; supporting employment in the context of population aging, quality and sustainable employment. Not only that, the amendment of this Law also aims to contribute to making unemployment insurance policy a real tool for labor market management.

Comrade Ha Sy Huan, Provincial Party Committee member, Deputy Head of the National Assembly Delegation of Bac Kan province participated in the discussion and gave comments on specific contents related to the State's policies on employment in the draft Law.

Regarding the policy to support job creation and job conversion, delegate Ha Sy Huan proposed adding the content of " using more local labor in rural and mountainous areas " to encourage businesses to use local labor, contributing to career conversion, solving sustainable employment for workers in rural and mountainous areas; limiting the migration of labor from rural and mountainous areas to urban areas, causing local labor shortages.

Concerned about the loan policy to support job creation for women and the elderly, the delegate suggested that the drafting agency study and add subjects eligible for loans to support job creation, maintenance and expansion with lower interest rates: "Production and business establishments owned by women or with female employees accounting for over 50%" and "elderly employees" , to create conditions for these subjects to have closer access to capital sources to solve employment, ensure social security, contribute to better implementation of policies and regimes, ensure rights and promote the role of women and the elderly in the field of employment in accordance with their abilities and needs.

At the same time, delegates proposed to add female workers who are raising children under 36 months old to the list of those who are supported in training, fostering, improving vocational skills and assessing and granting national vocational skills certificates, in order to create favorable conditions for women to perform their gender roles well, as well as access to careers, and promote gender equality policies.

From practice, delegate Ha Sy Huan said that currently the Government has many policies to support vocational training in many different forms and subjects, such as for rural workers in the National Target Programs. However, the training efficiency is not high, not achieving the goal of sustainable career and employment conversion. Therefore, it is proposed to amend the regulations on supporting career and employment conversion for workers in rural areas in the direction of " Supporting vocational training for self-employment or supporting vocational training when workers are recruited to work at enterprises located in the locality" , only then can we attract businesses to invest in mountainous areas, remote areas...

According to the agenda of the Session, the draft Law on Employment (amended) will be considered and voted on by the National Assembly on June 11, 2025./.
