National industrial promotion project: "Giving wings" to rural industry development

In recent times, enterprises and IT establishments in the province have developed increasingly strongly, creating many products to serve consumer needs. Many products are manufactured based on local advantages, in a modern direction, achieving productivity, quality, efficiency, sustainability and high competitiveness. However, due to the impact of the economic recession and the Covid-19 pandemic, many small and medium enterprises have encountered many difficulties in developing production, business, and investing in modern equipment for production.

Faced with this reality, the Department of Industry and Trade directed the Provincial Center for Industrial Promotion and Trade Promotion (Center) to boldly develop a national pilot industrial promotion project "Supporting industrial parks in Long An province to develop production of agricultural products in the period of 2021-2023" and was approved by the local Department of Industry and Trade. The total implementation cost is 27,206 billion VND, of which the national industrial promotion budget is 5.87 billion VND, and the counterpart budget of the beneficiary unit is 21,336 billion VND.

From the above funding source, the Center coordinated with the Economic Department, Economic and Infrastructure Department of localities to review and develop a project. Thereby, the Center coordinated with VinaGrin Import-Export Company Limited (Chau Thanh District) to build a technical demonstration model in the production and processing of agricultural products and fried fruits with a total budget of 1 billion VND.

In addition, from the national industrial promotion fund, the Center also developed a project and provided financial support for 15 industrial parks in the field of agricultural product processing to apply advanced machinery and equipment in production with a total budget of 4.5 billion VND; supported 4 industrial parks to build 4 showrooms to introduce and promote products with a total budget of 200 million VND; organized a conference to review and evaluate the results of the implementation of the national industrial promotion project for the period 2021-2023.

Deputy Director of the Department of Industry and Trade - Tran Thanh Toan said: The project implementation process still has many unachieved goals, but the support contents for enterprises and IT facilities have been implemented synchronously, bringing practical results. All support contents are linked to the actual needs of enterprises and IT facilities processing agricultural products, thereby creating a new perspective on the State's support services. After receiving support, agricultural processing establishments have boosted production, developed many new markets, and developed according to the province's orientation. The budget for implementing the national pilot industrial promotion project for the period 2021-2023 reached an average of 1,957 billion VND/year, contributing to bringing the value of industrial production in general and agricultural processing in the province to the growth rate according to the set target.

According to the plan, the total budget for implementing the project is expected to be more than 37.7 billion VND; of which, the national industrial promotion budget supports more than 6 billion VND, mobilizing counterpart capital from enterprises is more than 31.7 billion VND.

Boost production, develop new markets

Mr. Tran Thanh Toan affirmed: Industrial promotion activities contribute to shifting the economic structure towards gradually increasing the proportion of industry and services. At the same time, enterprises and IT establishments participating in and receiving financial support from the industrial promotion project also create jobs, increase income, and redistribute labor towards rural industrialization, contributing to building new rural areas.

VaCo Agricultural Company Limited (Thanh Duc Commune, Ben Luc District) specializes in high-tech agriculture with its main products being Cordyceps and Panax notoginseng. Director of VaCo Agricultural Company Limited - Le Xuan Dieu shared: In the past, the Company has received support from the national industrial promotion policy to invest in machinery and equipment for production. Thereby, the Company has gradually improved its production capacity.

Accordingly, in 2022, the Company received funding from the industrial promotion program to invest in freeze-drying machines, producing high-quality dried cordyceps, preserving the color, shape and flavor. In addition to cordyceps, freeze-drying machines can be used to dry many other high-quality agricultural products, helping the Company improve its competitiveness and create many different product lines to serve the market.

At the end of 2023, the Center coordinated with the Company to accept and demonstrate the system for extracting and vacuum concentrating medicinal herbs from Cordyceps products. With this system, the Company can produce high-quality extracted water products as raw materials for producing nutritional drinks, milk, functional foods, etc., helping customers have products that are easy to use and have improved product quality. This helps the Company diversify its products, stand firm in the market and develop sustainably.

It can be affirmed that when national or local industrial promotion funds reach enterprises and IT establishments, there is close coordination between the local Department of Industry and Trade, the Center and the Economic Department, the Economic and Infrastructure Department of the localities.

According to the leader of the Economic and Infrastructure Department of Chau Thanh district, every year, the coordination work on industrial promotion is well implemented in reviewing, voting and proposing enterprises and IT establishments to participate. Thereby, in the past time, Chau Thanh district had 5 IT establishments supported by the national industrial promotion program with a budget of 3.1 billion VND.

From the national industrial promotion project funding, Co Ut General Production and Trading Company Limited (Tan An City) invested in some machinery to apply in production and expand the market.
