According to the assessment, in the first quarter, the Provincial Party Committee closely followed the direction of the Central Committee and identified key tasks. In particular, focusing on implementing Resolution No. 55 of the Party Executive Committee; Directing the removal of difficulties, promoting production, business, and disbursing public investment capital. Attention was paid to Party building and consolidating the political system, especially the rearrangement of the apparatus in the political system; at the same time, social security was well implemented and people's lives were taken care of.

Regarding the implementation of the Resolution of the 16th Party Congress, basically all targets have been achieved. Of the total 24 main targets, 6 targets have been completed; 15 targets reached over 70%; 3 targets reached from 50% - 70%. There is only 1 target on the value of import and export of goods reaching below 50%.

Discussing at the conference, delegates clarified the causes of shortcomings in the leadership of socio-economic development, especially low targets. Some specialized resolutions of the Executive Committee and the Standing Committee have not received regular attention and direction. Delegates also recommended reviewing the targets and objectives of the first quarter that have not been achieved to focus on implementation in the second quarter. Resolutely implement 18 key projects of the Executive Committee. Synchronously and flexibly implement solutions to promote economic growth.

In his concluding remarks, the Provincial Party Secretary and Chairman of the Provincial People's Committee, Trinh Xuan Truong, said that in the first quarter of this year, Lao Cai had achieved many important results. However, the province's economic growth rate faced many difficulties; some important targets had not been achieved; there were still many barriers in administrative procedures. He requested all levels and sectors to focus on resolving any problems immediately, not letting them linger. Implement well the working regulations, uphold discipline, discipline, and responsibility of Party members and officials, especially leaders.

Comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee (photo above) emphasized: “First of all, as leaders, Party committees at the organizational unit, commune level, departments and branches, we must maintain discipline and order. For major policies, we must have courage. On the one hand, we must follow the direction of the Central Government and be consistent with the reality of the province. There are contents and fields that must go first and take the lead in organizing and arranging the apparatus. Regarding socio-economics, we must closely follow the direction of the Prime Minister in Decision No. 25 to reach 9.5%; we have issued a plan with 302 tasks, some of which have been completed, some of which are no longer suitable; the remaining tasks are very large at the provincial, district and commune levels.

The Provincial Party Secretary also requested the synchronous implementation of solutions, focusing on implementing more than 300 issued tasks; speeding up the disbursement of public investment capital, removing bottlenecks for key projects; increasing budget collection; ensuring social security, eliminating temporary and dilapidated houses for poor households; and maintaining social order and safety.

Comrade Trinh Xuan Truong suggested that Party Committees focus on preparing for Party Congresses at all levels; continue to arrange the organizational apparatus, and build a two-level local government organization model.

Previously, the conference announced the Secretariat's decisions on personnel work. Accordingly, it approved Comrade Giang Thi Dung, Secretary of the Lao Cai City Party Committee, to join the Standing Committee of the Lao Cai Provincial Party Committee, term XVI (2020 - 2025); and appointed Comrade Phan Quoc Nghia, Chief of the Provincial Party Committee Office, to join the Executive Committee of the Lao Cai Provincial Party Committee, term XVI (2020 - 2025) (photo above).
