
In Mau Son commune, Mr. Hoang Van Tuyen, 40 years old, works as a hired freight carrier, with an unstable income. His wife does small business at the market, and the couple's income is only enough to cover the expenses for their two children's education. He confided: I also want to have a pension like a cadre in the future, but now I have to worry about my children's education, and I have no savings. If the contribution rate is reduced, I will try to participate, but if it continues like this, I will worry because the children are getting older, education is expensive, and their health is getting worse.
Not only Mr. Tuyen, many freelance workers in the province, although clearly understanding the benefits of voluntary social insurance, have not been able to participate due to limited economic conditions. As of October 31, 2025, the number of workers participating in voluntary social insurance is still low. According to statistics from the provincial Social Insurance, the average contribution of voluntary social insurance participants in the province is only 493 thousand VND/month/person. As of the end of October 2025, the whole province has 16,444 people participating in voluntary social insurance, reaching 4.9% of the working-age workforce, lower than that of December 31, 2024 (5.46%).
To expand coverage, towards the goal of universal social insurance, all levels and functional sectors are researching solutions to expand access and participation for all subjects, especially informal sector workers, farmers, the poor, and low-income people.
Mr. Nong Viet Duc, a specialist in receiving documents and returning results of the Cao Loc Social Insurance facility, shared: In reality, many people come to withdraw their Social Insurance at once because they do not have enough financial conditions to continue participating. There are also many people who understand the benefits but are still hesitant because the monthly payment is quite high compared to their income. If the province has more support, just reducing a few tens of thousands of VND per month, I believe that consulting and mobilizing people to participate in voluntary Social Insurance will be easier.
Discussing solutions to promote policies, Mr. Ha Dinh Hai, Deputy Director of the Provincial Social Insurance, said: Through understanding the reality, many people, although they want to, cannot participate due to economic difficulties. If there is more support, especially for poor and near-poor households and ethnic minorities, there will be more freelance workers participating in voluntary social insurance, moving towards the goal of increasing the number of people participating in voluntary social insurance, so that more people can enjoy social security regimes, reduce financial burdens, and expand access and participation for all subjects.
Article 6, Clause 6 of the 2024 Law on Social Insurance on State Policy on Social Insurance stipulates: "Localities are encouraged to, depending on their socio-economic conditions and budget balance capacity, mobilize social resources to support additional social insurance contributions for voluntary social insurance participants...". On that basis, the provincial Social Insurance has proactively reviewed data, synthesized potential target groups, calculated appropriate support levels, and coordinated with the Department of Home Affairs to advise the Provincial People's Committee to develop a submission and draft Resolution of the Provincial People's Council to submit to the Provincial People's Council for consideration and promulgation. According to the draft, the provincial budget will support additional voluntary social insurance contributions in addition to the State's support from 10% to 30% depending on the target group. Specifically, people in poor households will receive an additional 20% support, near-poor households 15%, people directly participating in activities in villages and residential groups 30%, ethnic minorities in particularly difficult areas and other subjects will receive an additional 10%. With this level, poor households can be supported with a total of 70% of the monthly payment, equivalent to a reduction of about 230 thousand VND per month. Currently, this draft has been organized by the Standing Committee of the Provincial Vietnam Fatherland Front Committee to collect feedback and synthesize, and send it to the drafting agency to complete before submitting it to the Provincial People's Council.
While waiting for the Provincial People's Council to consider, the Provincial Social Insurance continues to promote communication work, diversifying propaganda forms at the grassroots level so that people can correctly and fully understand the long-term benefits of participating in voluntary social insurance, thereby raising awareness and proactively and actively participating.
