Proposal to transfer 150 billion VND that could not be disbursed in time from the Coastal Road project through Cua Tung and Cua Viet to another project

The coastal road project through Cua Tung and Cua Viet areas has been approved by the People's Committee of Quang Tri province in Decision No. 2960/QD-UBND dated December 4, 2024 with a total investment of 600 billion VND. The project implementation period is from 2024 to 2025. Up to now, the project has been allocated 600 billion VND, of which 164 billion VND will be allocated in 2024, 436 billion VND in 2025 and 8,976 billion VND has been disbursed.

The project's construction drawing design and estimate were approved on April 24, 2025, the bidding notice for the construction package was posted on April 26, 2025; the bid opening was on May 18, 2025 and the construction contract is expected to be signed before May 30, 2025. However, during the implementation process, the project is facing many difficulties, especially in site clearance due to the large number of affected households, while the specific land price has not been approved yet, leading to the inability to develop a plan and pay compensation, support, and resettlement.

On the other hand, the remaining time for construction is only about 7 months after signing the contract, while the workload is large, the technical requirements are high and the weather conditions at the end of the year are unfavorable. Therefore, disbursing the entire 600 billion VND in 2025 is very difficult. Although the province is making maximum efforts, it is expected that it will only be able to disburse about 450 billion VND.
