This morning, May 12, the monitoring delegation of the People's Council of Quang Tri province led by Vice Chairman of the People's Council Nguyen Tran Huy had a working session with the Department of Ethnic Minorities and Religions to grasp the situation of deploying and implementing the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the 2021-2025 period.

Recently, the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the 2021-2025 period (the program) has integrated many programs and policies for ethnic minorities and mountainous areas.

Since then, infrastructure, socio-economic development of ethnic minority and mountainous areas have continued to be invested in according to new rural criteria. The economic structure of the region has changed positively. Trade and services have developed. People have directly benefited from many policies to help develop the economy, increase income, create stable jobs, and improve their material and spiritual life.

From 2022 to early 2025, the poverty rate of ethnic minority households in the province will decrease by an average of 4.54% per year, exceeding the set target. By 2025, the poverty rate of ethnic minority households will decrease to 36.47%, equivalent to 8,132 households. On average, the poverty rate of ethnic minority households will decrease by 7.8% per year.

In addition to the achieved results, the program still has some shortcomings and limitations such as: The goal of reducing 50% of the number of extremely disadvantaged communes and villages is difficult to achieve; the program's capital disbursement rate is not high; production support activities are not really sustainable... From 2022 to February 28, 2025, the disbursement rate of new capital sources only reached 62.6%.

At the meeting, the leaders of the Department of Ethnic Minorities and Religions recommended and proposed that the Provincial People's Committee continue to consult with central ministries and branches to remove difficulties and obstacles in the implementation of the program; continue to direct the People's Committees of districts to speed up the implementation progress of the program; urge relevant departments, branches and sectors to coordinate and guide localities to handle remaining issues; analyze the situation and prepare plans to facilitate the implementation of the program in the 2026 - 2030 period...

Propose that local Party committees and authorities focus on accelerating the program's implementation progress; thoroughly resolve investment issues without obstacles; promptly evaluate and summarize the program to find good models and effective methods...

The members of the monitoring delegation acknowledged the results achieved, and frankly pointed out the shortcomings and limitations in the implementation of the program. They requested that the leaders of the Department of Ethnic Minorities and Religions include in the report information on the characteristics of the situation in ethnic minority and mountainous areas; analyze and clarify the shortcomings and limitations, and at the same time propose solutions to continue promoting the progress of disbursement of capital sources...

In his concluding remarks, Vice Chairman of the Provincial People's Council Nguyen Tran Huy requested the leaders of the Department of Ethnic Minorities and Religions to absorb the opinions of the delegation members; to research and complete a report on the results of the program implementation that is concise, specific, and goes straight to the point; to forecast issues that can or cannot be implemented before the province's merger, and from there, to make recommendations and proposals to superiors.

Focus on promoting the disbursement progress of capital sources; properly assess the responsibilities of relevant agencies and units in organizing and implementing the program.
