Proposal to maintain regulations on socio- political organizations
Accordingly, as of May 28, the Vietnam Fatherland Front system, socio-political organizations, and member organizations of the front have organized 61,791 conferences to collect opinions.
The total number of comments on the entire content of the draft resolution was 51,192,334 (including 2,592,002 comments from organizations and 48,600,332 comments from individuals).
There were 49,918,935 opinions in favor of the draft resolution, 615,420 opinions in favor and suggestions to amend and improve the draft resolution.

All opinions were in high agreement on the policy of amending and supplementing a number of articles of the 2013 Constitution. The content of the draft resolution closely followed and fully institutionalized the Party's policies and guidelines on implementing research and proposing to continue to reorganize the apparatus of the political system and the current practical situation.
Based on the synthesis of opinions from socio-political organizations, member organizations of the Front and the Vietnam Fatherland Front at all levels, the Standing Committee of the Central Committee of the Vietnam Fatherland Front proposed to absorb and revise the draft resolution.
Specifically, agree and propose to maintain the regulations on socio-political organizations under the Vietnam Fatherland Front. The addition of this regulation is appropriate and necessary, ensuring the creation of a constitutional basis on the position, relationship, and operating principles of the Vietnam Fatherland Front and socio-political organizations after the arrangement and streamlining according to the resolutions and conclusions of the Party Central Committee, the Politburo , and the Secretariat.
At the same time, to ensure the voluntary nature of the union, the draft has added the principle of democratic consultation, coordination and unified action of the Vietnam Fatherland Front and its member organizations, including socio-political organizations.
Accordingly, the Trade Union, Farmers' Association, Youth Union, Women's Union, and Veterans' Association are socio-political organizations under the Vietnam Fatherland Front, organized and operate uniformly within the Vietnam Fatherland Front; together with other member organizations of the democratic consultation front, coordinate and unify actions chaired by the Vietnam Fatherland Front.
The Standing Committee also agreed to accept comments and adjust regulations in the direction of retaining the right of socio-political organizations to submit draft laws and ordinances of central agencies.
Must consult people on establishment, dissolution, merger, division of administrative units
The Standing Committee proposed to continue to retain the regulation "must consult local people" on the establishment, dissolution, merger, division of administrative units, and adjustment of administrative unit boundaries, because this is a very big issue, directly affecting people's lives, and people must participate in the decision-making process on major, important issues of the country.
In the context of strong digital transformation and increasingly tightly and transparently managed population databases, public opinion collection will be carried out smoothly and substantially.
Through synthesizing the opinions of a number of experts, scientists and some opinions from localities, the Standing Committee proposed to consider the regulation that "local government including People's Council and People's Committee is organized in administrative units suitable to the characteristics of rural, urban, island, and special administrative- economic units as prescribed by the National Assembly".
Because currently, according to the Project on organizing local government at two levels including provincial and communal levels, local governments including People's Councils and People's Committees are established in all administrative units, regardless of any administrative unit at provincial and sub-provincial levels (all are established in both provinces, centrally run cities and communes, wards and special zones). The difference lies only in the functions and tasks of People's Councils and People's Committees in provinces and cities, in communes, wards and special zones.
The Standing Committee also proposed to continue to regulate the right of People's Council delegates to question the Chief Justice of the People's Court and the Chief Prosecutor of the People's Procuracy as in the 2013 Constitution.
Maintaining the right of People's Council delegates to question these judicial positions not only has the meaning of accountability, but also ensures the principle of controlling state power through the supervision mechanism of local elected bodies over judicial activities; consistent with the nature, position and supervisory function of the People's Council, contributing to enhancing transparency and democracy in the operation of the state apparatus.
In addition, the Standing Committee proposed adding more subjects to question the Chief Justice of the Regional People's Court and the Chief Prosecutor of the Regional People's Procuracy to ensure the people's comprehensive supervision of these positions from the central to local levels.
