Some major cities such as Hanoi, Ho Chi Minh City or provinces bordering Cambodia and Laos are "hot spots" for drugs.

Recently, on November 22, C04 of the Ministry of Public Security announced that it had prosecuted the suspects in the drug production ring led by female DJ Nguyen Thi Hoai (31 years old, residing in District 1, Ho Chi Minh City), seizing 217 kg of various synthetic drugs, 208 kg of packaging and many tools and means used to mix, package and transport drugs. It is estimated that the number of packaging of the suspects can contain about 1 ton of "happy water" drugs.

Notably, to avoid detection, Hoai and his accomplices traded drugs via social networks, transferred money via banks, and hired express delivery companies to transport raw materials, additives, and packaging to package "fun water" in a warehouse in Ho Chi Minh City. This group frequently changed warehouse locations and production sites to avoid authorities.

To destroy this ring, C04 mobilized more than 200 police officers, divided into 18 teams to monitor and track the suspects and 7 mixing, packaging and hiding points.

After 3 months of continuous monitoring (from March 2023 to June 2023), the Special Task Force arrested the suspects in the ring to investigate and clarify.

Responding to Thanh Nien reporter, Mr. Le Minh Duc expressed concern about the current situation of drug transportation through transportation units or technology shippers.

According to Mr. Duc, the explosion of technology and the increasing demand for online shopping are two factors that promote the development of express delivery services and drug trafficking suspects taking advantage of this service to deliver goods. In fact, delivery companies and shippers can be victims, exploited by drug trafficking suspects, turning them into illegal delivery people.

This person added that for some types of goods such as packaged food, if the shipper opens it to check, it will greatly affect the quality of the product. Therefore, Mr. Duc suggested that shipping service providers should advise shippers to be more vigilant, assess the condition of the goods when delivering and receiving the goods to decide whether or not to accept the delivery of the parcel.

"For example, when receiving a dry goods item, if a preliminary inspection shows that opening it for inspection does not affect the goods, the shipper can ask the sender to allow them to check the goods inside and then take pictures. As for other items such as functional foods and drinks, shipping units need to develop binding terms, requiring the sender to commit that the goods are not on the list of prohibited goods for transportation and must be responsible for declaring their goods," Mr. Duc shared.

According to Mr. Le Minh Duc, currently, drug prevention is one of the issues that authorities at all levels, unions, and socio-political organizations are paying attention to, regularly paying attention to, and finding solutions for.

The Deputy Head of the Legal Committee of the Ho Chi Minh City People's Council also proposed that authorities at all levels need to take strong action, strengthen propaganda work, and raise public awareness.

"In particular, shippers must always be vigilant when transporting goods to prevent the transport of prohibited goods. If during the delivery process there is suspicion that the goods are prohibited goods or drugs, they must proactively report to the authorities and police to reduce criminal liability," Mr. Duc emphasized.

At the same time, there are more materials to propagate and guide people to raise vigilance and increase awareness of denouncing crimes.

The leader of C04 added that if the transported goods are discovered or suspected to contain prohibited substances or goods, the carrier must immediately notify the authorities for verification and clarification.
