The People's Committee of Hue City has just sent an official dispatch to the Ministry of Construction regarding the investment project to build Wharf No. 1 and Wharf No. 2 in Phong Dien Wharf Area, Hue City.
Mr. Hoang Hai Minh, Vice Chairman of Hue City People's Committee, said that Clause 5, Article 4 of Decree No. 58/2017/ND-CP dated May 10, 2017 of the Government detailing a number of articles of the Vietnam Maritime Code on maritime management clearly states: the decision on investment policy for seaports, ports, wharves and maritime channels not falling under the cases specified in Clause 4 of this Article shall be implemented in accordance with the provisions of the Investment Law.
For projects under the authority of the Chairman of the Provincial People's Committee to decide on investment policies, there must be written consent from the Ministry of Transport (now the Ministry of Construction).
Therefore, the People's Committee of Hue City requests the Ministry of Construction to review and comment on the dossier approving the investment policy of the Investment Project to build Wharf No. 1 and Wharf No. 2 in Phong Dien Wharf Area to ensure the conditions and legal basis for the People's Committee of Hue City to complete the procedures, decide to approve the investment policy and implement the next steps in accordance with current regulations.
The investment project to build Wharf No. 1 in Phong Dien Wharf Area is located in Phong Phu Ward, Hue City.
In phase 1 (2026-2030), the project will invest in wharfs No. 1 and No. 2, 340 m long (each wharf is 170 m long), with a combined technological floor and anchoring column, in which wharf 1 can receive ships up to 10,000 tons; wharf 2 can receive ships of 5,000 tons and a temporary anchorage area for ships of 50,000 tons.
The project also includes dredging the water area in front of the wharf, turning basin, shipping channel and establishing pilot boarding and quarantine areas to serve port operations; construction of a 661-meter-long access bridge and road connecting to the shore; port rear area, auxiliary works and synchronous technical infrastructure. The port's design capacity is about 2 million tons/year.
Phase 2 (2031-2035, depending on cargo growth demand), the project will invest in wharfs No. 3 and No. 4, 560 m long (each wharf is 280 m), with a combined floor technology and anchoring columns, in which wharf 3 can receive ships up to 50,000 tons; wharf 4 can receive ships of 10,000 tons.
At the same time, dredge the water area in front of the wharf, turning basin, and shipping channel; invest in synchronous auxiliary works and technical infrastructure; build a breakwater 850 m long. The port's design capacity is about 5.4 million tons/year.
The total investment capital for the construction of Terminal No. 1 is about 1,950 billion VND, of which phase 1 is 560 billion VND and phase 2 is 1,390 billion VND; the investment capital is the investor's own capital and other legally mobilized sources.
The project's operating period is 50 years from the date of the decision on land allocation and land lease for phase 1. The project is expected to be completed and put into full operation before the fourth quarter of 2035.
In mid-July 2025, a group of investors including 4 enterprises: Viet Phuong Investment Group Joint Stock Company, Stavian VP Joint Stock Company, VP Silica Joint Stock Company and My Thuy International Port Joint Stock Company submitted documents requesting approval of the investment policy for the Investment Project to build Terminal No. 1.
The investment project to build Wharf No. 2 in Phong Dien Wharf Area is also being implemented in Phong Phu Ward, Hue City and is divided into 2 phases.
Phase 1 (2026-2030), the project invests in wharves 1, 2, 3, 4, 820 m long (including 50 m intersection with wharves 5, 6 developed in phase 2), a two-sided wharf combined with mooring piers, in which wharves 1 and 2 receive ships up to 10,000 tons; wharves 3 and 4 receive ships up to 50,000 tons and a temporary anchorage area for 50,000 tons ships.
The project will also dredge the water area in front of the wharf, the turning basin, the shipping channel, and establish a pilot boarding and quarantine area to serve port operations; build a 741-meter-long access bridge and road connecting the shore; the rear area, auxiliary works and synchronous technical infrastructure. The port's design capacity is about 5.16 million tons/year.
In phase 2 (2031-2035, depending on the growth in cargo demand), the project will invest in wharves 5, 6, 7, 8, 950 m long (at that time, wharves 1, 2, 3, 4 will be 770 m long because the head of wharf 3 intersects with wharfs 5 and 6 for a distance of 50 m), a two-sided wharf combined with mooring posts, receiving ships with a capacity of up to 50,000 tons, bringing the total to 8 wharves with a total length of 1,720 m.
The project simultaneously dredged the water area in front of the wharf, turning basin, and shipping channel; invested in synchronous auxiliary works and technical infrastructure; and built a 1,000-meter-long breakwater. The port's design capacity is about 10.32 million tons/year.
The total investment capital of the project is about 4,495 billion VND, of which phase 1 is 1,560 billion VND and phase 2 is 2,935 billion VND; the investment capital is the investor's own capital and other legally mobilized sources. The project's operation period is 50 years from the date of the decision on land allocation and land lease for phase 1. The project is expected to be completed and put into full operation before the fourth quarter of 2035.
Regarding the Investment Project for Construction of Terminal No. 2, based on the proposal for approval of investment policy of PTS Vien Dong Investment Joint Stock Company, Hue City People's Committee has sent a document to the Ministry of Construction to request consensus on the investment policy.
