The target learners of the draft Decree are students, graduate students, and researchers. We are continuing to seek opinions from high school and vocational students.
This policy is expected to apply to students at both public and non-public schools, who will be granted scholarships and living allowances if they meet the requirements.
The living allowance is 3.63 million VND/month, maximum 10 months/school year. This level is similar to the current support for teacher training students.

In addition, graduate students and postgraduates with excellent academic results will be granted 100% tuition scholarships. For the excellent and fair groups, the scholarships are 70% and 50% respectively. The specific figures will be based on the tuition ceiling stipulated in the Government 's decree.
Every school year, the educational institution organizes a review of scholarship and living expense support.
in 2 installments, on October 31 and March 31 every year.
Students who are eligible will be considered for scholarships and living expenses support when they meet the conditions specified in Article 5 of the draft.

According to Mr. Ngo Van Thinh, Deputy Director of the Department of Planning and Finance, Deputy Head of the Drafting Committee, Head of the Editorial Team, basic sciences, key engineering and strategic technologies play an important role in promoting innovation, improving production capacity and competitiveness of the national economy.

However, human resources in these three fields are currently limited in quantity and quality. Many industries are lacking highly qualified personnel, especially young engineers and scientists who are well-trained and have practical skills.
This reality requires the State to have a scholarship policy to attract and retain students, especially those with difficult circumstances but excellent academic ability.
At the workshop, experts, scientists and representatives of higher education institutions presented papers on developing scholarship mechanisms, encouraging talent in undergraduate and postgraduate training in basic sciences, key engineering and strategic technologies.

Many opinions have proposed expanding the group of students who can benefit from this policy to the same extent as teacher training students. However, there are also concerns about the resources to implement this policy when the number of students in this group is quite large.
Speaking with experts at the workshop, Deputy Minister of Education and Training Le Tan Dung emphasized that the Party and State are very interested in attracting and rewarding talented people, but the core issue is to concretize policies in practice in a synchronous and effective manner.
The Deputy Minister said that among the 53 million people of working age in Vietnam today, the trained rate is over 68%, but only over 27% have degrees or certificates. This shows that high-quality human resources are still limited; especially in the fields of basic science and key engineering, where investment is disproportionate compared to other sectors.

With comments from experts, it can be seen that the regulations on postgraduate scholarships are still unclear, and the funding for science and technology is still scattered and lacking focus. The Deputy Minister emphasized that this is very important information for the drafting committee to review, adjust and supplement more appropriate policies.
Deputy Minister Le Tan Dung affirmed that the new scholarship granting and consideration policy will not change or limit the scholarship and support policies currently applied at schools. This is a necessary addition to encourage students to pursue key, strategic fields of the country.
