Proposal to mobilize ODA capital to build metro line 3, Hanoi station

The Ministry of Finance has just sent an official dispatch to the Government leaders regarding the mobilization of ODA capital and foreign preferential loans for the Urban Railway Line No. 3 Project, Hanoi Station - Hoang Mai section of the Hanoi People's Committee.

Accordingly, the Ministry of Finance proposed that the Government leaders decide to mobilize ODA capital and foreign preferential loans for the Project; at the same time, the Ministry of Finance was assigned to send a document requesting the Asian Development Bank (ADB), the French Development Agency (AFD) and the German Reconstruction Bank (KfW) to have a plan to provide capital in accordance with the progress of preparation, approval and implementation of the Project.

The Ministry of Finance also proposed that the Government assign the Hanoi People's Committee to collect opinions from relevant agencies and coordinate with the Ministry of Finance to work with the Asian Development Bank, the French Development Agency and the German Reconstruction Bank to complete the Project approval procedures according to regulations.

Previously, the Hanoi People's Committee had sent a document requesting the Ministry of Finance to synthesize and report to the Prime Minister for consideration and decision on mobilizing ODA capital and foreign preferential loans for the Urban Railway Line No. 3 Project, Hanoi Station - Hoang Mai section.

Specifically, urban railway line No. 3, Hanoi station - Hoang Mai section, is proposed to borrow ODA capital from the Asian Development Bank, the French Development Agency and the German Reconstruction Bank for implementation.

In Resolution No. 318/NQ-CP dated October 9, 2025 of the Government promulgating the Plan to implement Resolution No. 188/2025/QH15 dated February 19, 2025 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway system in Hanoi and Ho Chi Minh City, the Government assigned the People's Committees of Hanoi and Ho Chi Minh City to be responsible for sending the Ministry of Finance a list of projects using ODA loans and foreign preferential loans.

Depending on the needs of each stage, the two cities can propose many projects using ODA loans and foreign preferential loans to the Ministry of Finance as a basis for submission to the Prime Minister for consideration and decision.

Urban railway line No. 3, Hanoi station - Hoang Mai section has a total length of more than 8.8 km, completely underground. The line includes 7 stations and 1 depot, starting from 1-5 Square and ending at So Thuong, Yen So ward, Hoang Mai district.

The total expected investment and capital structure is 1,752.78 million USD, of which ODA loan is 1,258.32 million USD; expected to use ODA capital, preferential loans from the Asian Development Bank, the French Development Agency, the German Reconstruction Bank; counterpart capital is 494.46 million USD from the Hanoi City budget.

Urban railway line No. 3, Hanoi station - Hoang Mai section is in the investment preparation stage, preparing a Feasibility Study Report using technical assistance funded by the European Union and the French Development Agency.
