Proposal to expand lane from Trung Luong to Ca Mau Cape

Delegate Nguyen Duy Thanh, member of the National Assembly 's Finance and Budget Committee, proposed adjusting and perfecting the policy on socialization of investment and exploitation of airports and focusing on investment in building airports and airfields, as a platform for airlines to increase their scale, increase competition and accelerate development.

Mr. Thanh informed that Vietnam currently has 22 airports. Many airports are overloaded during peak times, causing congestion and flight delays. Compared to other countries in the world , Vietnam is the country with the lowest airport density . The current limited number of airports is a matter of concern when the growth rate of transportation is high.

Proposing to increase the number of airports, according to Mr. Thanh, investment resources should no longer rely on the budget or the Central Government, but should be left to the locality that wants to open an airport to decide for itself. Localities have the right to use their legal local budget to build airports or mobilize private investment.

Currently, the Ministry of Transport has developed a project to socialize investment and management of airports. According to this plan, the Airports Corporation of Vietnam (ACV) will no longer have the monopoly on investment, operation and exploitation of airports in Vietnam.

Mr. Thanh assessed that the socialization policy of the Government and the Ministry of Transport is a breakthrough policy, very commendable. However, talking about Ca Mau airport, Mr. Thanh said that if the mechanism and policy of socializing airports and airfields as currently drafted are followed, Ca Mau will easily be abandoned.

“Because ACV is no longer responsible for investing in expanding and upgrading Ca Mau airport. Even if ACV is responsible for investing in Ca Mau airport, the province will have to wait many years after ACV completes the construction of Long Thanh airport. As for new investors, it is difficult to attract them to invest because they are not yet attractive. Although from now until 2050, the total investment capital for Ca Mau airport is about 4,700 billion VND, it is only equivalent to 20 km of Dau Day - Long Thanh highway!”, Mr. Thanh said.

Mr. Han said that after the pandemic, the economy was difficult, most people had to tighten their spending. Due to the disruption of supply, shrimp farmers could not sell their products or had to sell them at very low prices, while input material prices increased so the products sold were not enough to cover input costs, leading to many shrimp farming households struggling, at risk of bankruptcy and poverty.

The business situation in the seafood industry has not improved so far. Many companies have been exhausted and had to close down. Others have had to sell off their assets to avoid bankruptcy or reduce production scale and staff to survive.

The cause of the above situation is due to the global economic recession, but partly due to internal problems such as capital flow congestion; interest rates have increased rapidly since July 2022, with an average interest rate of 12%/year, even 14%/year in some places; businesses have difficulty accessing capital because banks are concerned about risks...

Accordingly, Mr. Han proposed that the Government should study and propose to the National Assembly, or consider appropriate policies to reduce taxes, fees, and interest rates. Review shortcomings to continue implementing the 2% interest rate support credit package under the socio-economic recovery program, contributing to creating a favorable environment for production and business.

Referring to the eastern North-South Expressway, Mr. Han reflected that the expressway section from Ho Chi Minh City to Trung Luong has been deteriorating since the toll collection was abolished, while the traffic volume is high, leading to chaos, congestion, and traffic insecurity.

The Trung Luong - My Thuan expressway is quite narrow and has no emergency lane. The My Thuan - Can Tho and Can Tho - Ca Mau expressways are under construction very slowly, especially the Can Tho - Ca Mau expressway due to lack of sand for the foundation.

Accordingly, Mr. Han proposed that the Government soon submit to the National Assembly Standing Committee permission to collect tolls for using state-invested highways, to restart toll collection on the Ho Chi Minh City - Trung Luong section. From toll revenue and state budget sources, invest in upgrading this route; expand more lanes from Trung Luong to Ca Mau Cape; have solutions for sand to fill the Can Tho - Ca Mau highway or build in the direction of high bridges so that these routes can be completed on schedule.

Delegate Nguyen Quoc Han also reiterated his proposal at the 3rd Session of the 15th National Assembly, which is to invest in upgrading and expanding the Ho Chi Minh road section that coincides with National Highway 63 through Ca Mau province, and to quickly upgrade and expand the section through the inner city of Ca Mau city./.
