
Continuing the 10th session, on the morning of November 19, the National Assembly held a plenary session to listen to the presentation and verification report on the draft Resolution of the National Assembly on a number of specific mechanisms and policies to improve the effectiveness of international integration work.
Presenting the Government's report on the draft, Deputy Prime Minister Ho Duc Phoc said that the draft focuses on 13 major policy groups. Among them, the mechanism for handling strategic difficulties and obstacles is considered one of the most breakthrough mechanisms.

According to the draft, during the time when laws and resolutions of the National Assembly have not been amended, supplemented or replaced, the Government is allowed to issue legal resolutions to adjust a number of provisions of laws and resolutions submitted by the Government that cause difficulties and obstacles in the implementation of cooperation projects with foreign partners of a key, strategic nature, affecting foreign relations.
This mechanism aims to promptly and promptly handle issues according to the direction of competent authorities. The Government will then report to the National Assembly Standing Committee and the National Assembly at the nearest meeting/session.
The content is also worth noting is ensuring resources and special regimes and policies on human resources. The Government proposes to apply special regimes and policies for those who regularly work in foreign affairs and international integration. Specifically, these subjects are supported monthly with 100% of their salary according to the current salary coefficient (excluding allowances).
To serve foreign affairs, experts, leading scientists, or people who are proficient in rare foreign languages are supported with 300% of their salary according to the current salary coefficient when they are accepted into civil service/public service or when working in the country.

The review report on the draft presented by Mr. Le Tan Toi, Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs, stated that the review body agreed with the necessity of issuing the resolution but made many notes and requested the National Assembly to comment on the contents with different views; emphasizing the need to assess the impact more specifically on special mechanisms that go beyond the framework. The Committee on National Defense, Security and Foreign Affairs also proposed to clearly define the expiration date of the resolution.
“Some opinions say that the policy must be directed towards the root cause (conflicts in law enforcement) and not just specific projects. It is recommended to clearly define the criteria for determining “key, strategic projects” and supplement the reporting mechanism to the National Assembly Standing Committee and the supervision mechanism of the National Assembly agencies,” Mr. Le Tan Toi noted.
Regarding the regime and policies for those who regularly work in international integration, there are opinions that 100% salary support according to the current salary coefficient must be consistent with the policies applied to civil servants and public employees in other fields in the political system.
