The Ministry of Science and Technology is drafting a Decree detailing and guiding a number of articles of the Law on Science, Technology and Innovation, focusing on encouraging scientific, technological and innovation activities in enterprises.
One of the important contents proposed is the preferential and support policies for science and technology enterprises.
According to the draft, science and technology enterprises will enjoy many tax incentives.
Projects on production and trading of scientific and technological products are considered to be in the field of special investment incentives, thereby enjoying all support policies according to current regulations.
Enterprises are also entitled to preferential tax rates and exemptions and reductions in corporate income tax on income from the production and trading of scientific and technological products. In particular, products and services created from computer programs, if recognized as new services, are also entitled to tax incentives.
In case an enterprise has a new product added to the Certificate of Science and Technology Enterprise, the enterprise will continue to enjoy income tax incentives as when it was first granted the certificate.
In addition, income from salaries and wages of individuals participating in scientific research, technology and innovation tasks in enterprises will not be subject to personal income tax.
Regarding land use incentives, science and technology enterprises are exempted from land rent at the rate applicable to projects in the field of special investment incentives.
Not only that, land used to build laboratories, technology incubators, experimental facilities, pilot production facilities or shared infrastructure for research and innovation is also exempted from rent during the entire lease term.

This is considered an important mechanism to help businesses save costs and focus resources on product research and development.
Regarding credit, science and technology enterprises will enjoy preferential loans to serve research, technology development, innovation and production and business. Specifically, investment projects to produce science and technology products will be able to borrow investment credit from the State.
At the same time, enterprises performing scientific, technological and innovative tasks can also receive funding or interest rate support from the National Technology Innovation Fund and the Science and Technology Development Fund of ministries, branches and localities.
Another important point in the draft is the mechanism to support research activities and commercialization of scientific and technological results. Science and technology enterprises will be exempted from import tax when importing machinery, equipment, and materials for research, technology development, technology incubation, and production of scientific and technological products.
In the field of bidding, enterprises enjoy incentives when participating in contractor selection according to the provisions of law. In addition, enterprises also have priority and free use of machinery and equipment at national key laboratories, incubators, innovation centers and scientific and technological research facilities of the State.
Not stopping there, science and technology enterprises are exempted from registration fees when registering land use rights and home ownership rights for research and production activities.
Ministries and ministerial-level agencies will give priority to developing national technical regulations for new products created from technology or research results of enterprises when the products belong to groups that need standards but have not yet been issued. At the same time, enterprises will also be given priority in establishing intellectual property rights, recognizing and registering new products for circulation to expand the market.
With comprehensive incentives from tax, land, credit to research and commercialization support, if approved, this draft Decree will create an important driving force to promote the development of science and technology enterprises.
Currently, the Ministry of Science and Technology is collecting public opinions on the Ministry's electronic information portal before finalizing it for submission to the Government for consideration and promulgation.
