The content of the plan of the Provincial People's Committee requires agencies and functional units to use the electronic fishing log system to ensure smooth, synchronous, connected, linked management data, ensuring accuracy, honesty and completeness; updated on the system in real time and near real time according to regulations, serving the management of fishing vessels, port output, supporting the traceability of exploited aquatic products.
According to regulations, fishing vessels with a length of 12 m or more must use an electronic fishing logbook. Ship owners and captains are required to declare their vessels entering and leaving ports, record and create a logbook during the voyage to ensure accuracy and consistency in reporting production output.
During the implementation process, relevant agencies will review and fully count the number of fishing vessels subject to the application; organize installation and instruct captains on how to use the website and application. The software system will also be operated synchronously with the completion schedule before November 30, 2025.
The plan aims to build an effective electronic fishing logbook system that is suitable for local practices and digital transformation requirements. The application of the system contributes to enhancing output control, data transparency, and traceability according to the recommendations of the European Commission (EC), while raising fishermen's awareness in implementing regulations against IUU fishing. This tool also helps save time, supports output management, and promotes sustainable fisheries development.
The Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with relevant departments, branches and units to organize the implementation of the plan.
