Delegate Nguyen Van Hien ( Lam Dong ) commented that the draft is moving in the direction of ensuring low-income people can own social housing, instead of ensuring them the "right to have a place to live".

In fact, low-income people are mainly workers and new laborers, for whom housing is too big an asset, beyond their means. " Buying and owning a social house, even if paid in installments, is too big a financial burden, " said Mr. Hien, who is concerned about the situation of falsifying income to buy a house or speculators borrowing workers' names to register to buy.

In addition, with the current incentives for social housing development, investors will choose to build houses for sale, recovering capital faster. Few investors are interested in the segment of social housing management and operation, social housing rental because it is difficult to do, and capital recovery is slow.

In many countries, investors only implement the project, while the management and operation will be undertaken by professional public or private organizations. These organizations work alongside investors from the time of project development, commit to buying houses at reasonable prices for long-term lease and solve the investor's cash flow concerns. " Therefore, low-income people are not sure to own a house but have the right to live there, " said the delegate.

Therefore, Mr. Hien suggested that the drafting agency should separate regulations and policies on housing for sale from housing for rent and hire-purchase. Creating preferential mechanisms for rental housing meets the needs and economic conditions of the majority of young workers in the trend of increasingly moving to key economic areas, large cities, and urban areas.

Meanwhile, Deputy Ngo Trung Thanh, Vice Chairman of the Law Committee, said that the solution proposed by Mr. Nguyen Van Hien is reasonable, but if implemented, the State will have to spend a huge amount of resources, beyond its actual capacity. As for investors, spending a large sum of money to collect small change will also be difficult to attract as in the past.

He said that currently there is a paradox that social housing has many incentives but is not developing, while housing built by households and individuals for rent is developing very quickly and ensuring accommodation for the majority of workers.

Due to lack of policy attention, households and individuals invest in construction for rent spontaneously, without following standards and conditions, so tenants bear risks regarding safety, environmental hygiene, and expensive costs (electricity, water).

Therefore, to create conditions for people to have accommodation, in addition to policies on social housing, low-cost housing, and accommodation for workers, there should be specific policies on houses invested in and built by households and individuals to properly demonstrate the role and contribution of this type of housing.

Delegates proposed that the law have separate regulations on policies for developing this type of housing, encouraging construction that ensures conditions, standards, and quality, providing incentives for households and individuals investing in construction, and having policies for tenants such as electricity and water prices to both ensure housing and reduce difficulties for people.

Expressing his opinion on this issue, delegate Tran Hoang Ngan (HCMC delegation) said that rental housing should be developed, as recent practice has shown that workers do not have the financial capacity to buy. Therefore, the State needs to invest in social housing for rent.

In response to the opinion that the State does not have enough resources to implement, delegate Tran Hoang Ngan clarified that through review, it was shown that there is currently a lot of public land and public assets being wasted, and if reviewed and monitored, this would be a huge financial resource to invest in building houses for workers to rent.

In addition, it is also necessary to supplement regulations on the management of boarding houses. According to Mr. Ngan, to meet the housing needs of workers, especially in large cities, boarding house owners play a more important role than investors in real estate projects. Therefore, there is a need for regulations to standardize these boarding houses.

Delegate Tran Hoang Ngan advised that the Government should submit to the National Assembly a support package for landlords with a “0 VND” interest rate to upgrade the current rental housing and boarding house system and ensure standardization and compliance with the standards prescribed by the Law. The delegate emphasized that only then can we ensure social security and mobilize all social resources for the work of providing accommodation for workers.
